The Town of Falmouth welcomes applications for an empathetic, patient, and detail-oriented Administrative Assistant with strong technology skills to join the Veterans’ Services Division of our Community Services Department. This position helps veterans and their families navigate the steps required to access benefits, services, and community resources. The successful candidate will provide compassionate, ongoing support to veterans, including those who may be experiencing homelessness, mental health challenges, or other barriers to obtaining assistance.

This is a part-time, year-round, non-benefit-eligible position that works 19 hours per week. The selected candidate will have significant flexibility in establishing a regular schedule during standard business hours, Monday through Friday between 8:00 a.m. and 4:30 p.m. The 19 hours may be concentrated into as few as three weekdays, for example, Tuesday through Thursday, potentially allowing for a four-day weekend.

Under the general supervision of the Director of Veterans’ Services, key responsibilities include:

• Serving as a welcoming first point of contact for veterans, spouses, surviving spouses, dependents, and other visitors; listening patiently, responding with empathy and respect, and referring matters requiring the Director’s professional judgment or approval;
• Providing case-management support by initiating intake checklists; obtaining, organizing, and tracking military, financial, medical, and other documentation; following up with veterans and other parties to obtain missing information; and coordinating the steps needed to complete benefit enrollments and service referrals;
• Acting as a liaison among veterans and their families, government agencies, healthcare and human-service providers, financial institutions, and community organizations and, when directed and appropriately authorized by the Director, communicating with or accompanying veterans to help complete required steps and overcome administrative barriers;
• Assisting the Director with processing applications for benefits under Massachusetts General Laws Chapter 115 and federal veterans’ programs and supporting the administration of ongoing benefits; corresponding with veterans and their families; tracking applicable deadlines; and preparing benefit vouchers, payment requisitions, recipient payroll records, and supporting documentation;
• Coordinating Chapter 115 reimbursement documentation by collecting and organizing receipts and invoices, preparing state reimbursement submissions, monitoring reimbursement activity, and assisting with reconciliation, subject to the Director’s review and authorization;
• Maintaining accurate and confidential paper and electronic case files, correspondence, forms, reports, and statistical records and using databases, online portals, spreadsheets, and other technology to track cases, retrieve information, and complete assigned work;
• Handling routine office administration, including inquiries, correspondence, appointments, Division payroll and personnel forms, expenditure records, and information for the budget, Town report, and recurring reports; and
• Assisting with outreach programs, community-resource referrals, ceremonies, cemetery visits, assigned projects, and other activities honoring and supporting veterans and their families.

Minimum Qualifications: High school diploma or equivalent and a minimum of four (4) years of progressively responsible administrative, secretarial, customer service, or related experience, including at least two (2) years involving veterans’ services, human services, benefits administration, case support, or comparable work; or an equivalent combination of education, training, and experience that demonstrates possession of the required knowledge, skills, and abilities necessary to perform the essential functions of the position.

The successful candidate must demonstrate empathy, patience, sound judgment, discretion, initiative, persistence, and strong interpersonal, customer-service, organizational, and technology skills. Candidates must be able to build trust and communicate respectfully with people experiencing stressful or difficult circumstances; coordinate multiple case-related tasks; follow through on outstanding documents and action items; maintain detailed, accurate, and confidential records; work independently within established guidelines; organize competing responsibilities; meet deadlines; remain accurate amid frequent interruptions; and learn and use databases, online portals, spreadsheets, and other assigned systems.

Selected applicants will be invited to complete a skills screening as an initial step in the evaluation process.

Anticipated Starting Hourly Rate: Step 1 ($32.25/hour) to Step 3 ($34.88/hour), commensurate with qualifications and experience, with eligibility for annual advancement along the 7-step pay scale.
