Position Summary

The Senior Operations Compliance Asset Manager is responsible for supporting the effective administration, regulatory compliance, operational performance, and continuous improvement of OneCanopi's affordable housing portfolio.

The position works directly with the Senior Director of Property Management to coordinate property management operations, monitor portfolio performance, strengthen regulatory compliance, support property management staff, oversee required reporting and data integrity, and ensure timely resolution of operational and compliance matters.

This position requires substantial affordable housing property management experience and working knowledge of U.S. Department of Housing and Urban Development (HUD) requirements, HUD systems, Low-Income Housing Tax Credit (LIHTC) compliance, and other affordable housing programs.

The Senior Manager serves as a senior operational resource within the Property Management Department and may coordinate departmental activities, special initiatives, compliance reviews, and operational priorities on behalf of the Senior Director.

Essential Duties and Responsibilities

Property Management Operations

• Support the Senior Director in the day-to-day oversight and coordination of property management operations across OneCanopi's housing portfolio.
• Monitor property-level performance and identify operational, occupancy, compliance, financial, maintenance, resident-service, and management concerns requiring corrective action.
• Work with property managers and other staff to ensure established policies, procedures, performance standards, and management expectations are consistently implemented.
• Review occupancy, vacancy, turnover, rent collection, delinquency, work-order, inspection, leasing, recertification, and other key property-management performance indicators.
• Assist in developing corrective action plans for properties or operational areas that are not meeting established performance standards.
• Coordinate follow-up on assignments and corrective actions issued by the Senior Director.
• Assist with resolving complex property-management issues escalated by property managers or other staff.
• Conduct site visits, file reviews, operational assessments, and management reviews as necessary.
• Assist with portfolio-wide initiatives, property transitions, lease-ups, acquisitions, rehabilitation activities, RAD conversions, and other special projects.
• Provide operational coverage and coordination when assigned by the Senior Director.

HUD Compliance and PIC Systems

• Serve as a departmental resource regarding HUD's Public and Indian Housing Information Center (PIC), IMS/PIC, and successor HUD systems applicable to the portfolio.
• Monitor the accuracy and timeliness of HUD-required property, building, unit, occupancy, tenant, and related information.
• Research and assist in resolving PIC discrepancies, system errors, rejected transactions, reporting inconsistencies, and data-quality issues.
• Coordinate with appropriate internal departments to reconcile HUD system information with property management and agency records.
• Monitor required HUD submissions and reporting deadlines applicable to the Property Management Department.
• Assist with HUD reviews, audits, monitoring visits, corrective action plans, and responses to regulatory findings.
• Maintain working knowledge of HUD regulations, notices, handbooks, guidance, and system changes affecting property management operations.
• Develop internal controls and procedures designed to improve HUD reporting accuracy and reduce recurring system or compliance errors.

LIHTC and Affordable Housing Compliance

• Provide oversight and technical support related to Low-Income Housing Tax Credit compliance.
• Review tenant eligibility, income certifications, student status, rent restrictions, utility allowances, unit designations, annual recertifications when applicable, and other LIHTC requirements.
• Assist property staff in resolving complex eligibility and compliance questions.
• Monitor compliance with applicable extended-use agreements, regulatory agreements, land-use restriction agreements, partnership requirements, and other property-specific affordability restrictions.
• Coordinate preparation for state housing finance agency reviews, investor reviews, management reviews, audits, and other compliance monitoring.
• Assist in correcting findings and implementing preventive measures when compliance deficiencies are identified.
• Support properties containing multiple funding or regulatory layers, including HUD-assisted, LIHTC, RAD, PBV, public housing, and other affordable housing programs.

Quality Assurance and Internal Controls

• Develop and conduct periodic property-management file reviews and quality-control assessments.
• Evaluate compliance with agency policies, leases, occupancy requirements, tenant-selection requirements, income and rent calculations, required notices, documentation standards, and regulatory requirements.
• Track identified deficiencies through resolution.
• Identify patterns or systemic issues and recommend policy, procedure, training, staffing, or workflow improvements.
• Assist in developing standardized property-management procedures, checklists, monitoring tools, dashboards, and performance reports.
• Review operational data for accuracy and identify discrepancies requiring investigation or correction.

Staff Support and Development

• Serve as a technical and operational resource to property managers, assistant property managers, occupancy staff, and other assigned personnel.
• Provide coaching, technical assistance, and training regarding HUD requirements, LIHTC compliance, property-management procedures, and agency expectations.
• Assist the Senior Director in evaluating workflow, staff assignments, training needs, and departmental capacity.
• Support onboarding and training of new property-management employees.
• Reinforce accountability for established deadlines, performance expectations, documentation standards, and corrective actions.
• Coordinate work among property-management staff when necessary to accomplish department-wide priorities.

Management Support and Special Assignments

• Assist the Senior Director with implementation of departmental goals, strategic initiatives, policies, procedures, and performance standards.
• Prepare management reports, analyses, recommendations, and status updates for the Senior Director and executive leadership.
• Participate in meetings with HUD, state agencies, investors, partners, property-management agents, consultants, auditors, and other stakeholders as assigned.
• Coordinate special projects and cross-functional initiatives involving Property Management, Asset Management, Finance, Maintenance, Programs, Development, and Compliance.
• Research complex operational or regulatory issues and provide recommendations to management.
• Represent the Property Management Department at internal or external meetings when designated by the Senior Director.
• Exercise independent judgment in resolving operational and compliance matters within delegated authority.
• Perform other duties and responsibilities as assigned by the Senior Director of Property Management.

Qualifications

• Bachelor's degree in business administration, public administration, real estate, property management, finance, housing, or a related field preferred.
• A combination of education, professional certifications, and substantial relevant affordable-housing experience may be considered in lieu of a bachelor's degree.
• Minimum five (5) years of progressively responsible property-management experience, preferably involving affordable or federally assisted housing.
• Demonstrated experience with HUD-assisted housing programs and HUD regulatory requirements.
• Demonstrated working experience with HUD PIC/IMS-PIC or successor HUD reporting systems.
• Demonstrated experience with Low-Income Housing Tax Credit (LIHTC) compliance.
• Prior experience providing operational oversight, staff leadership, compliance monitoring, quality assurance, or portfolio-level support strongly preferred.
• Experience with RAD, PBV, public housing, mixed-finance, or layered affordable-housing properties is highly desirable.
• Driver’s license and proof of liability insurance coverage.

Required/Preferred Certifications

Candidate must possess, or obtain within an established period following employment, appropriate affordable housing certifications.

Strongly preferred at time of hire:

• Recognized Low-Income Housing Tax Credit certification, such as HCCP, SHCM, C3P, or comparable certification;
• Certified Occupancy Specialist (COS), Public Housing Manager (PHM), or comparable HUD housing certification; and
• Fair Housing certification/training.

Continued professional education may be required to maintain knowledge of HUD, LIHTC, and other applicable affordable-housing requirements.

Working Conditions

• Work is performed at the central office and various OneCanopi properties.
• Regular travel between OneCanopi locations and operation of a motor vehicle are required.
• The position may be exposed to inclement weather and conditions at construction sites.
• Physical demands include frequently standing, walking, bending, stooping, reaching, pushing, pulling, climbing stairs, and performing repetitive motions.
• Must be able to lift, carry, and move materials or equipment weighing up to 25 pounds, with or without reasonable accommodation.
• Must be able to perform hands-on cleaning work and safely enter and move throughout units, offices, common areas, storage areas, and exterior grounds.

Organizational Role

The Property Management Compliance & Operations Manager is a senior-level operational and compliance position within the Property Management Department.

The position is intended to strengthen departmental capacity by providing the Senior Director of Property Management with experienced support in portfolio operations, HUD and LIHTC compliance, reporting, quality assurance, staff development, special initiatives, and implementation of departmental priorities.

The position does not replace the responsibilities assigned to individual property managers or other management positions. Rather, it provides portfolio-level coordination, technical expertise, quality control, and operational support to promote consistent performance throughout OneCanopi's housing portfolio.
