Partners operates the following entities: Partners Loan Fund – Partners is a national CDFI lending network focused on affordable housing and community facilities finance ( Community Development Bankers Association -- CDBA is the national trade association for the CDFI and Minority Depository Institution banking sector and advocates for the industry and communities they serve ( CDFinance News – is an industry news and information-sharing platform ( Position Summary The Chief Development and Investor Relations Officer is a senior executive responsible for spearheading strategic efforts to maximize impact and ensure financial sustainability with capitalization and fundraising as core to the role. Reporting directly to the CEO, the incumbent will both lead strategically and be directly involved in cultivating support from with institutional funders, banks, foundations, and other mission-aligned partners to support all entities under the Partners’ family of entities. Major Responsibilities Chief Development and Investor Relations Officer will oversee a team of three professionals responsible for fundraising, education programs, and impact measurement. The incumbent will report to the CEO and take a leadership role in resource cultivation, impact measurement, and other initiatives that advance the strategic goals of Partners. Work with the CEO and senior staff in lending and risk management to develop and implement a comprehensive multiyear development strategy that includes growth of lending capital, grants and donations, loan capital, and deposits. Provide direction in ongoing development of internal systems to manage capitalization planning and impact management. Collaborate with Chief Financial Officer and Lending team monthly to anticipate future loan demand and ensure there is sufficient lending capital to meet demand. Lead fundraising efforts including identifying and securing grants, sponsorships, and donations to support operations and strategic initiatives for all Partners’ family of entities (e.g., Partners Loan Fund, CDBA, CDFinance News). Serve as project manager for all government funding grant and tax-credit applications, including CDFI Fund Program and New Markets Tax Credit applications. Spearhead writing applications for philanthropic, nonprofit, or corporate grant opportunities. Oversee timely research of grants and other funding sources ahead of major funding changes or trends. Oversee management of database of current and potential prospects. Oversee execution of fundraising and religious investor campaigns. Oversee gift and acknowledgment processing and prospect management. Loan Fund Capitalization Lead all loan capital raising efforts for Partners Loan Fund and its off-balance-sheet loan funds, including cultivating loan capital and program-related investments (PRIs) from financial institutions and philanthropic sources. Establish a plan and supervise Community Development Note sales. Impact Management Oversee the collection, curation, and dissemination of impact data across the organization and ensure alignment with strategic impact goals and milestones. Coordinate with other departments on social impact data collection activities to improve program performance metrics and analytic tools to gather market intelligence, evaluate product effectiveness, and results. Management As a member of the senior management team, participate in business and operations planning, goal setting, and developing and implementing strategies that enhance earned revenue and sustainability. Supervise Manager of Impact and Research and Manager of Fundraising. Provide strong leadership and effective management for staff supporting development activities, including managing successful execution of project assignments to support the organization’s development goals. Lead enterprise initiatives to create an environment that values mutual respect, creativity, career growth, and professional education. Organize team roles and evaluate employee performance. Document project and goal progress with regular reporting to senior management. Perform employee reviews and assessments. Professional Characteristics Partners seeks a seasoned professional with a strong commitment to community development and the following skills and experience: Strong knowledge of and contacts within the CDFI, community development finance, impact investing, banking, and/or related investor sectors is required and comfort operating as both a strategist and practitioner in a fast-paced, dynamic organization. Experience raising loan capital in the financial services sector. Experience with grant and proposal writing. Strategic thinker with an exceptional ability to build relationships with external parties. A self-starter with exceptional organizing skills, ability to take initiative, meet deadlines, prioritize assignments, juggle multiple tasks simultaneously, and be flexible. Strong writing skills are imperative. Knowledge of impact investing and impact measurement and management are a plus. Outstanding speaking, interpersonal, and presentation skills. Team-orientation, with strong people skills and the ability to work both collaboratively and independently. Strong customer orientation with exceptional follow-up skills and high standards of performance. A bachelor’s and master’s degree in a related field. This position will be based in Washington, DC with some travel required. Hybrid work environment (Tuesday, Wednesday, and Thursday in office). Local (DC, MD, and VA) candidates preferred.
