Energy Engineer

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA's various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness. General Support Services (GSS)/Facilities Operations (FO) Bureau of Space & Design (BSD), Division of Energy Management (DEM) is recruiting for one (1) Energy Conservation Specialist-III to function as an Energy Engineer who will:

- Collaborate with agency energy team members to identify potential energy efficiency and clean energy project opportunities at HRA facilities.

- Assess facilities to develop recommendations for building optimization and energy efficiency; perform feasibility studies for energy projects, including preliminary design, review of project electrical and mechanical requirements, cost estimates, project savings, and overall life-cycle cost analysis.

- Conduct detailed site surveys of existing building systems and infrastructure related to mechanical, electrical, plumbing and sprinkler works at HRA facilities.

- Prepare sketches, design drawings and detailed construction documents from inception to completion and review construction design drawings such as detail and assembly drawings, design calculations, system layouts and sketches, or specifications.

- Use existing equipment databases and system monitoring tools to trend equipment data and identify issues, anomalies, and re-tuning opportunities; develop energy-efficient building operations and maintenance (O&M) plans, preventative maintenance guidance, and retro-commissioning recommendations at HRA facilities to bring them into a state of good repair.

- Make recommendations about maintenance to facility maintenance teams and create equipment-specific maintenance plans for newly installed and retrofitted equipment, especially if that equipment needs a different maintenance approach because of its technology, vendor-specific requirements, and/or impact on operations.

- Lead energy efficiency projects from kick-off to close-out, managing timelines, budgets, vendor supervision, project document maintenance, project inspections, and substantial completion punch lists.

- Review third-party energy audits and perform engineering calculations to verify estimated cost savings and emissions reductions.

- Provide oversight of retro-commissioning (RCx) projects, performing field verifications and maintaining comprehensive engineering documentation.

- Manage demand response program by coordinating with facility operators to ensure event readiness, and monitor performance and resolve issues, etc.
