Summary

The primary purpose of this position is: To serve as a Intelligence operations specialist coordinating Information Warfare (IW) and cyber operations management tasks across the division, including three branches, multiple Joint Planning Groups (JPGs) and upechelon to the A-5 Directorate and 16th AF HQ senior leaders.

Duties

Help

DUTY 1: Serves as the directorate's program analyst for business operations and Knowledge Management (KM) across long-term/future operations planning and strategic partnership mission areas.

DUTY 2: Manages and oversees the Directorate purchases of and coordinates directly with Financial Management Directorate to address and solve budgetary issues and estimates.

DUTY 3: Documents planning, tasker responses, change management requests (CMRs) and budgeting activities and decisions.

DUTY 4: Proficient as an intelligence specialist supporting operational planning and joint operations planning in support of the Military Decision-Making Process.

• Position is designated special-sensitive, incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
• The employee may be required to travel in military and/or commercial aircraft to perform temporary duty (TDY) assignments.
• Incumbent may be subject to polygraph testing as an inherent primary requirement of their position.
• A bachelor's degree is highly desired; or an equivalent number of years of direct experience in the fields of intelligence operations, knowledge management, and/or project management.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Knowledge of staff operations management philosophies, policies, methodologies, and procedures of A5 Directorate, 16 AF, Air Force, and DoD regulations governing administrative, command prioritization, and technical aspects of 16 AF/AFCYBER/JFHQ-C operations. Knowledge of the management and organization, to include administrative practices and procedures, agency areas of responsibility, channels of communications, delegations of authority, and organizational structure to critically assess and evaluate staffing requirements and assign staff actions. Knowledge and skill official budget instructions, policies, practices. Procedures and processes to formulate justify and/or execute travel/expense budget. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the principles, concepts, and theories of Intelligence supports operations, and the standard practices, methods, and tactics, techniques, procedures of the occupation sufficient to perform difficult and complex, but well-precedented assignments.
2. Skill in analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
3. Knowledge and skill in application of knowledge management (KM) concepts, processes, tools, foundation technologies, methodologies, and best practices.
4. Knowledge of intelligence capabilities that can provide support to cyber operations and 16 AF IW capabilities to perform studies and prepare reports, briefings, documentation, correspondence, and orders to communicate factual and procedural information clearly.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
6. Skill in application of concepts of Information Technology (IT) best commercial and military practices, automated systems and data standardization requirements, procedures, projects, documentation, and techniques. Knowledge of planning, programming, and budgeting to analyze and implement automation solutions that enhance the efficiency of directorate program business operations, including fiscal management, human resources, procurement, and information technology.

CONDITIONS OF EMPLOYMENT CONT.

• The employee may be required to work other than normal duty hours.
• Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
