Benefits To You
- We pay 95% to 99% of medical insurance premiums for full-time employees, including mental health coverage.
- 10 paid holidays, 2 floating holidays, 3 personal business days, separate sick and vacation paid leaves (prorated for part-time employees), and other employee benefits such as optional insurances and flexible spending plans.
- OJD will pay you a 5% allowance for bilingual skills (includes ASL) if you can pass a skills test and are assigned to use those skills on the job.

Position Highlights
The Columbia County Circuit Court in Saint Helens, Oregon, is hiring an Analyst 2 to provide confidential administrative and analytical support to court leadership related to court policies, procedures, programs, and internal operations.
As a subject matter expert for court case management systems, you will provide guidance, troubleshooting support, and best-practice recommendations to our court staff. You will gather data about complex court program operations, analyze the results, compile reports, and present your findings. You will design and implement tools, reports, and processes to monitor data quality, as well as develop job aids and resources that promote accurate and consistent data entry. You will update policies, procedures, and desk manuals as well as the court’s public-facing website and internal SharePoint page. You will develop training materials and facilitate training sessions for court staff related to operational procedures, technology, and workflow changes. As a member of the court’s management team, you will attend management meetings and participate in strategic planning. You will analyze proposed changes to policies, procedures, and legislation that could impact our court and help implement required changes. You will also work on special projects assigned by the Trial Court Administrator (TCA).
Collaboration is an important aspect of this role. You will work closely with the TCA, judges, court staff, attorneys, vendors, and agencies. You will help the TCA and Presiding Judge with community outreach and engagement by coordinating meetings and preparing agendas, meeting materials, and follow-up documentation. As our pretrial analyst and liaison with OJD’s Office of the State Court Administrator pretrial team, you will oversee the court’s pretrial release program, identify operational issues, recommend changes, and help implement improvements. You will develop pretrial program reports and dashboards, analyze program data, and create documentation. You will develop and facilitate training sessions for court staff related to the pretrial program. You will also monitor state and national pretrial program trends and best practices.
Additionally, you will update a variety of court forms and documents to ensure accuracy, accessibility, and compliance with style and formatting standards. You will propose revisions in response to legislative updates, judicial input, and administrative changes. You will also share updates with court staff and provide guidance as needed.
Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified candidate must have a bachelor’s degree in business, court administration, public administration or a related field.
AND
At least two (2) years of increasingly responsible professional-level experience that typically supports the knowledge, skills, and abilities required for the position.
OR
Any combination of education and experience equivalent to six (6) years of experience that typically supports the knowledge, skills, and abilities for the position.
Note: Professional-level experience is defined as:
- The ability to use independent judgment and discretion in performing work duties.
- A level of specialized knowledge in the field of work with some authority for independent decision-making.
- In-depth work requirements, such as data gathering, analysis, and interpretation.
- Interaction with a broad range of individuals.
- Individual accountability for results.

Working Conditions
- This is a full-time position, and the work schedule currently is 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is eligible for overtime compensation for hours worked in excess of 40 per workweek.
