Tilt-Up Project Estimator

Position Summary

The Tilt-Up Project Estimator is responsible for developing accurate, competitive construction cost estimates for tilt-up concrete and commercial construction projects. This individual serves as the lead estimating authority from project inception through bid submission, and is expected to exercise independent judgment, maintain subcontractor relationships, and represent Fullmer Construction with professionalism throughout the preconstruction process.

Core Responsibilities

• Lead the full estimating process for tilt-up and commercial construction projects from bid setup through submission.
• Perform and oversee detailed quantity takeoffs for all divisions of work, with expertise in tilt-up panel systems, structural concrete, site work, and building envelope scopes.
• Analyze bid documents — including plans, specifications, soils reports, RFPs, and addenda — to develop a complete and accurate scope of work.
• Identify and resolve plan inconsistencies, scope gaps, and design conflicts prior to bid submission through the RFI process.
• Manage the subcontractor bid process, including trade invitations, scope review, bid leveling, and selection of best-value subcontractors.
• Prepare and finalize all bid deliverables: pricing spreadsheets, inclusions and exclusions, clarifications, Exhibit B volatile materials, Exhibit D document lists, and proposal packages.
• Coordinate with the project manager, marketing, scheduling, and legal review teams to ensure all bid components are complete and accurate.
• Maintain bid management and communication through Fullmer’s project platforms, including Monday.com and Pantera.
• Participate in post-bid review and support hand-off to the project management team upon award.

Required Knowledge — Tilt-Up & Structural

• Deep understanding of tilt-up concrete construction methods, including panel layout, sequencing, pour sequence, lift drawings, embed coordination, and brace design.
• Familiarity with crane selection, crane pad requirements, and rigging considerations specific to tilt-up panel erection.
• Knowledge of ground floor slab systems, bond breaker applications, and subgrade preparation as they relate to tilt-up construction.
• Ability to read and interpret structural drawings, panel elevation sheets, architectural reveals, and surface finish specifications.
• Understanding of the interface between tilt-up panels and roofing, steel, glazing, dock equipment, and MEP systems.
• Working knowledge of concrete mix designs, reinforcing requirements, and material cost volatility factors.

Required Knowledge — Site Work & Civil

• Proficiency in reading civil and grading plans, including rough and fine grade, underground utilities, paving, storm drain, and offsite improvement scopes.
• Ability to interpret soils reports and assess import/export requirements and their cost impact.
• Understanding of temporary utilities, site logistics, and existing conditions that affect project cost.
• Familiarity with conditions of approval, easements, and jurisdictional requirements that may affect scope.

Estimating Skills & Competencies

• Proven ability to manage multiple bids simultaneously while maintaining accuracy and meeting deadlines.
• Strong command of construction cost estimating principles, including general conditions, self-perform work, subcontractor pricing, and fee structures.
• Ability to identify scope overlaps and gaps between trades and make sound leveling decisions.
• Experience preparing and managing volatile material forms, including concrete, steel, lumber, and fuel-sensitive items.
• Skilled at writing clear, professional inclusions, exclusions, and clarifications that accurately represent how the project was bid.
• Familiarity with both competitive bid and negotiated/design-assist project delivery methods.
• Experience with public works requirements including DVBE, WBE, SBE compliance and Good Faith Effort documentation.
• Ability to evaluate subcontractor qualifications and assess risk associated with low bids or scope deficiencies.

Subcontractor & Vendor Relationships

• Maintain active, professional relationships with subcontractors across all major trades.
• Expected to sustain a minimum of five qualified bidders in major trades and three in minor trades on each project.
• Exercise independent judgment in scope review, bid solicitation, and follow-up without reliance on constant direction.
• Represent Fullmer Construction with integrity in all subcontractor and vendor interactions.

Systems & Tools

• Proficiency with Fullmer’s estimating spreadsheet and bid management platform (Pantera).
• Comfort with project tracking and workflow tools including Monday.com.
• Ability to manage digital bid documents, plan sets, and subcontractor communications in an organized, server-based file structure.
• Working knowledge of Microsoft Office, including Excel and Word, at a professional level.

Qualifications

• Minimum 5 years of construction estimating experience, with at least 3 years focused on tilt-up or commercial concrete projects.
• Demonstrated experience managing the full estimating cycle on projects ranging from $5M to $50M+.
• Strong understanding of California construction market conditions, subcontractor trade base, and prevailing wage requirements.
• Excellent written and verbal communication skills.
• High degree of organization, attention to detail, and ability to perform under deadline pressure.
• Self-directed professional who takes ownership of their projects and holds themselves accountable for outcomes.

Reporting & Team Structure

The Tilt-Up Project Estimator reports to the Head of Estimating and works in close coordination with project managers, the estimating coordinator, marketing, scheduling, and legal review. This role is expected to operate with a high degree of independence while keeping appropriate stakeholders informed throughout the bid process.
