Budget Analyst

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Budget Analyst for the Joint Activities located at Fort Bragg, North Carolina. Responsibilities Analyze planning, budget, and program development guidance to prepare and submit accurate reporting data. Develop program policies and guidance with implementing instructions to prepare the organization's Program Objective Memorandum (POM) input for assigned mission areas. Provide leadership with new information and predictive advice to evaluate alternative courses of action for resolving highly complex problems. Integrate program issues and initiatives into final resource planning documents to ensure strict compliance with legislative, federal planning, and acquisition guidelines. Advise senior leadership on interpreting program policies and implementing approval strategies for proposed organizational programs. Compare funding profile recommendations against acquisition lead times and delivery schedules to verify program compliance with organizational and federal resourcing standards. Synthesize resource requirements into multiple funding categories phased over time to guarantee sufficient funding levels for successful program execution. Recommends action concerning the mission areas budget during the execution phase. Develops recommendations and presents program resource briefings to senior decision-makers. Assist the Director, the Deputy Director and the Directorate Division Chiefs in the transformation of the Program into the Budget Estimate Submission (BES). Specialized Experience: One year of specialized experience which includes 1.) compiling financial and program execution data to support the development of organizational budget estimate submissions; AND 2.) monitoring assigned funding profiles and delivery schedules to identify potential variances in resource utilization; AND 3.) drafting informational briefings and reports to update management on the status of ongoing programmatic requirements; AND 4.) reviewing proposed program initiatives to ensure alignment with established federal planning and resourcing guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
