About Community Health Services The Community Health Services Division is part of Public Health – Seattle & King County and works to improve health outcomes for individuals, families, and communities across King County. The division provides direct health services, supports community‑based programs, and partners with local organizations, health‑care providers, and government entities to address health inequities and expand access to care. Community Health Services focuses on serving populations that experience barriers to health care, including people experiencing homelessness, low‑income residents, immigrant and refugee communities, and others impacted by systemic inequities. Through clinics, mobile services, outreach programs, and community partnerships, the division connects people to high‑quality, culturally responsive, community‑centered care. Position Summary The Strategic Development Analyst (Strategic Planning & Compliance Manager) will provide high‑level professional expertise, analysis, strategic planning, policy direction, compliance oversight, operational analysis, and project management for the Health Care for the Homeless Network (HCHN), its contracted partners, and its Street Medicine Program. This critical role sits on the HCHN senior leadership team, reports to the HCHN Regional Health Administrator, and supports the long‑term sustainability, operational efficiency, compliance readiness, growth, and strategic direction of the HCHN Street Medicine team. Responsibilities Serve as an expert in strategic planning and compliance, acting as a special advisor and consultant to management and leadership. Provide strategic leadership and planning support for HCHN program priorities, operational direction, sustainability, and long‑term growth. Analyze operational, financial, staffing, compliance, and program data to identify trends, gaps, risks, opportunities, and improvement areas. Develop recommendations and implementation strategies to improve operational efficiency, sustainability, and compliance readiness. Lead operational compliance activities, support site visits and audits, and respond to federal and local funder requirements. Review compliance findings, collaborate with program leadership to strengthen quality improvement efforts, and ensure regulatory adherence. Collaborate with the Grants and Resources Administrator and HCHN leadership to identify, evaluate, and pursue funding opportunities that support sustainability and expansion. Monitor and analyze policy changes, funding trends, and opportunities. Support advocacy and strategic positioning efforts for HCHN programs through cross‑divisional and departmental partnerships. Advocate for policies and services to improve community health and resilience, especially for people living unsheltered or homeless. Lead and support special projects and cross‑functional initiatives as assigned. Supervise the Grants and Resources Administrator, providing strategic leadership, technical assistance, coaching, and oversight across grant development, procurement, compliance coordination, reporting, and resource development. Foster collaborative relationships across internal teams, contracted partners, and divisional and departmental leadership. Represent HCHN in countywide meetings and initiatives. Ensure all strategic activities align with King County’s Equity and Social Justice framework and anti‑racist commitments. Promote care models grounded in harm reduction, trauma‑informed care, low‑barrier access, patient‑centered care, and racial equity. Support strategies that reduce barriers to care for people experiencing homelessness and populations disproportionately affected by health inequities. Ideal Candidate (Minimum) Experience leading complex strategic initiatives, operational improvement efforts, compliance activities, or system‑level projects in health or public‑health settings. Experience analyzing operational, financial, staffing, compliance, and programmatic data. Experience supporting or leading compliance reviews, site visits, audits, or quality improvement activities. Experience in funding development, procurement, sustainability planning, grant strategy, or resource development. Minimum five years in a leadership role overseeing strategy and compliance operations for multidisciplinary teams. Minimum three years supervising staff and leading cross‑functional teams. Demonstrated experience with grant and resource management related to compliance and reporting for government funding. Excellent leadership, interpersonal, analytical, organizational, communication, problem‑solving, conflict‑resolution, facilitation, and project management skills. Ability to build and sustain partnerships, negotiate, and collaborate with agencies and community stakeholders. Knowledge of equity and social justice principles. Understanding of how structural racism and oppression contribute to homelessness and related challenges. Most Competitive Candidate (Desired) Specialized knowledge and experience in healthcare for the homeless, street medicine, harm reduction, or homelessness response systems. Experience with homeless health services or King County housing and human services. Master’s degree in Public Health, Science, or Public Administration, or equivalent education and experience in program strategy, operations compliance, or systems leadership. Experience working with multiple levels of government to achieve desired outcomes.
