1825-Principal Administrative Analyst II

Position summary: The SFPUC is seeking an 1825 Principal Real Estate Analyst II with superb written, oral, and negotiation skills and experience. Under general direction, the Analyst will structure, negotiate, and draft complex agreements for the acquisition, lease, and sale of non‑residential real estate interests, including the acquisition and disposition of real property and easements. This position requires the Analyst to work four (4) days at the SFPUC Headquarters office and one (1) day working from home. Responsibilities Draft and negotiate complex purchase and sale agreements, easements, leases, licenses, memoranda of understanding, reports, applications, and correspondence regarding the use of land. Research and analyze complex and difficult property rights and issues; work with surveyors and title companies to resolve title issues; obtain and understand preliminary title reports. Direct and participate in the management and coordination of the work of subordinate staff and consultants. Perform financial tasks associated with real estate transactions, such as the analysis of rents and valuations associated with real property appraisal reports. Make recommendations regarding third‑party proposals for the use of SFPUC land, including preparing evaluations and reports pursuant to SFPUC policies, environmental restrictions, local ordinances, general plans, zoning codes, deed and other legal restrictions, and construction impacts. Work with SFPUC staff in other divisions and the City Attorney’s Office to resolve sensitive land use, community, construction, and other issues regarding the use of SFPUC lands. Coordinate legal review of leases, purchase and sale agreements, easement agreements and deeds, licenses, consent letters, and other related agreements, and support legal dispute resolution. Draft appraisal instructions, obtain appraisal reports from MAI appraisers and review such reports for accuracy and appropriateness. Obtain SFPUC Commission and Board of Supervisors’ approvals for property acquisitions, dispositions, and other related agreements subject to such approvals; draft agenda items and staff reports to be presented to the Commission and Board of Supervisors. Manage the escrow process in a timely manner, including drafting escrow instructions and other escrow documents. Perform related duties as required by the Real Estate Director. Qualifications Possession of a baccalaureate degree from an accredited college or university and seven (7) years of full-time equivalent experience performing professional level analytical work. Substitution of a graduate degree (Master’s Degree or higher) with relevant coursework for one (1) year of required experience. Additional experience may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty‑five (45) quarter units equal one year. Juris Doctor or master’s degree in public policy, Real Estate, Planning, Urban Studies, Law, Business Administration, or a closely related field. Experience in drafting and negotiating complex real estate agreements. Experience in analyzing deeds, maps and other title instruments. Geographic Information Systems experience. Experience in making presentations to public officials, agencies and community organizations. Practical experience in a law firm, planning department, consulting firm, commercial real estate firm, title company, or public agency where negotiating real estate transactions and drafting real estate documents are the primary focus of the position. Financial analysis experience. Special Condition Three (3) years of experience performing non‑residential public land management and a valid CA Driver’s license.
