Director of Non-Capital Appellate Representation Office of the State Public Defender – Job Code: JC‑521811 Salary: $12,590.00 – $16,900.00 per month. New to state candidates will be hired into the minimum salary or the alternate range when applicable. Working Conditions Office locations: Oakland (downtown modern high‑rise near 12th Street BART) and Sacramento (downtown modern high‑rise near SacRT Light Rail). Telework is permitted for eligible California residents. Commute expenses will be the candidate’s responsibility. Due to the nature of the position, nights, weekends, and other non‑traditional schedules may be required. Remote work must comply with ethical obligations and court requirements. Travel: up to 10% of the time, primarily by automobile; occasional train, airplane, or public transportation. Possible overnight travel up to a week. Responsibilities Comprehensive legal supervision of all non‑capital appellate cases: supervise Attorney IV, mentor and develop assigned attorneys, and give final review of all briefs. Design and implement a strategic plan for the program, managing case selection, resource allocation, caseload balance, and overseeing program structure and attorney progression toward capital qualification. Build and maintain relationships with appellate projects and partner agencies, identify cases for representation, and coordinate appellate advocacy training, legal research, writing, and post‑conviction practice. Contribute expertise to other OSPD projects and assume direct client representation as agency needs require. Minimum Requirements Attorney Supervisor classification; must possess active membership in the California State Bar and provide a copy of the license prior to being hired. Desirable Qualifications Advanced knowledge of California criminal appellate law and procedure. Mastery of rules of evidence and court procedures in California and federal courts. Experience managing complex appeals from intake through oral argument, producing high‑quality written work within deadlines. Ability to identify and develop legal claims with systemic implications. Proficiency in legal research methods and relevant technology. Knowledge of death‑penalty case procedures at trial and appellate levels. Demonstrated experience supervising attorneys: providing legal feedback, monitoring progress, and ensuring effective case outcomes. Proven ability to mentor and coach attorneys, with respectful communication with clients. Ability to model and cultivate a team culture of legal excellence, accountability, and professional growth. Ability to initiate, review, and monitor personnel matters per policies. Proven collaborative leadership across all organization levels.
