Business Analyst 3

Responsibilities Gather, analyze, and document user requirements, business processes, and problems to automate or improve existing systems; elicit and document business needs for new systems. Translate requirements into user stories. Analyze program policies and procedures to determine their effect on automated systems and system functional areas. Perform quality assurance (QA) of user stories, ensuring that all acceptance criteria and non‑functional requirements have been met. Plan and prepare training materials for both internal and external users and help to conduct training sessions covering assigned systems. Identify opportunities for improving business processes through automation and assist in the preparation of proposals to develop new systems. Assist with reviewing and preparing complex project management deliverables such as project charters, project plans, test plans, and risk management plans. Consult on the analysis of an application, troubleshoot system problems, and recommend solutions. Experience in business analysis and quality assurance for licensing systems, particularly within client licensing agencies. Deep understanding of the license life cycle, including new license application and management processes. Skilled in creating detailed user stories, defining acceptance criteria, and performing manual testing to ensure functionality and compliance. Strong ability to interact with end users to gather requirements, validate solutions, and ensure seamless user experience. Provide quality assurance consultation to projects, assignments, or special initiatives. Develop and review test cases; process change requests; and manage a project’s scope, acceptance, installation, and deployment. Maintain assigned business relationships with vendors, seek best value for new and renewing technologies, and review and approve monthly and annual invoices. Follow all client policies and procedures. Perform other duties as assigned. Qualifications Minimum Requirements: Years Required / Preferred Experience 8 Required – Experience with the following tasks: Provide complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives. 3 Required – Experience with Agile methodologies, user story creation, working as part of an Agile team, participating in all Agile ceremonies, and leading Refinement and Sprint planning sessions. 3 Required – Experience performing highly complex (senior level) business analysis work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. 3 Required – Experience with the following tasks: Coordinate the analysis of program policies and procedures to determine their effect on automated systems and system functional areas. 3 Required – Experience with the following tasks: Coordinate with outside vendors and contractors to complete projects and service requests; and define, assign, and evaluate their work. 3 Required – Experience with the following tasks: Identify opportunities to improve business processes through automation and help prepare proposals to develop new systems. 3 Required – Experience with the following tasks: Consult on the analysis of an application, troubleshoot system problems, and implement solutions. 3 Required – Experience with the following tasks: Review complex project deliverables such as charters, design documentation, test plans, and risk assessment plans; and provide comments and suggestions to document owners. 3 Required – Experience with the following tasks: Develop training curricula and conduct formal training sessions covering assigned systems modules. Develop the design and/or review of test cases; process change requests. 4 Preferred – Minimum 4-7 years to experience.
