Human Resource Analyst

Summary Department of Public Health (DPH) seeks a customer‑focused Human Resource (HR) Analyst to fill a Term‑Limited Temporary (TLT) or Special Duty Assignment (SDA) within the department. The assignment is anticipated to last through November 19, 2027. This recruitment will also establish a pool of qualified candidates that may be considered for additional vacancies of the same position type over the next six months. Position Summary In support of the DPH’s Employment & Hiring Team, the HR Analyst will assist with full‑cycle recruitments, leave of absence tracking, and onboarding for a variety of positions within the department. As an HR Analyst, you will partner with divisions to contribute to our mission of eliminating health inequities, maximizing opportunities to achieve optimal health, and building the foundation for future HR professional growth. The analyst reports to the HR Supervisor who oversees day‑to‑day functions of the Employment & Hiring Team. Background The Human Resources Section falls under the Office of the Director (ODIR) and is responsible for Employment and Leaves; Leadership Development and Employee Engagement; and Employee and Labor Relations. Public Health – Seattle & King County ("PHSKC" or "Public Health") is the public health department for King County, Washington, with over 1,600 employees and an annual budget of nearly $1 billion. It serves approximately 2.3 million people across 40 sites and mobile clinics. Work Schedule The typical work week is Monday through Friday, 8:00 am – 5:00 pm (40 hours per week). This position is non‑exempt under the Fair Labor Standards Act and is eligible for overtime. Work Location The primary onsite location is the Chinook Building, 401 Fifth Avenue, Suite 1000, Seattle, WA 98104. The role is hybrid with onsite work required three days per week. Teleworking Requirement The HR team works in a hybrid model of remote and onsite work. Employees must reside in Washington state and within reasonable distance to their King County worksite. Travel may be required to other workplaces and community events. Job Duties Manage and perform full‑cycle recruitment processes, partnering with hiring managers to develop recruitment strategies that focus on candidate experience. Provide key strategic consultation to senior leadership and hiring managers regarding their hiring needs. Source applicants, build pipelines of competitive and diverse candidates, and engage them throughout the recruiting lifecycle using internal and external tools. Promote King County as an Employer of Choice and generate diverse applicant pools in support of Equity, Racial, and Social Justice Goals. Administer requests for protected leave under FMLA and KCFML, ensuring compliance with applicable laws and policies. Maintain employee data in PeopleSoft, including position management and reporting. Support continuous process improvement of HR practices using Lean principles. Advise, coach, and train managers and supervisors in employee engagement and HR business processes. Research and respond to inquiries by staff and the public in a timely manner. Collaborate with the Public Health HR team to develop value‑added solutions to a wide variety of HR issues. Perform additional duties as assigned. Minimum Qualifications Three (3) years of experience managing full‑cycle recruitments including consultative advice to hiring managers. OR an equivalent combination of education and experience necessary to perform the job duties. Other Qualifications Knowledge and experience of federal and local leave laws, and experience researching leave questions. Commitment to a customer‑focused practice aligned with equity, racial, and social justice commitments. Ability to develop and implement screening to broaden applicant pools and prepare candidates for interviews. Collaborative and consultative style, building effective relationships with hiring managers, team members, and candidates. Excellent interpersonal skills, political savvy, and ability to provide advice to the department. Strong consulting skills and teamwork. Knowledge of employment laws, regulations, practices, and principles. Prioritization and multitasking in a fast‑paced environment. Experience with an applicant tracking system (NEOGOV). Experience with an HRIS system (PeopleSoft). Effective communication skills with tact and diplomacy. Desirable Qualifications Experience providing HR support in a unionized environment. Experience with PeopleSoft. Experience with NEOGOV. Experience advising managers on federal, state, and local leave laws. Experience administering leaves in Washington state.
