JOB SUMMARY

This position will p erform and take responsibility for the consistent assessment, monitoring and rating of the condition of railroad infrastructure assets by applying condition assessment techniques ranging from simple visual inspections through detailed mechanical, electrical and chemical testing. This position requires expert knowledge of railroad asset characteristics including ability to visualize and analyze condition of major and minor asset components and to determine the effect and seriousness of deterioration of asset function and/or condition and its impact in the in overall integrity of the asset.

This position is also responsible for the collection of the initial asset and location registry, as well as the maintenance of the asset registry including decommissioning, replacements and commissioning of new assets and as-constructed asset data. This position will support the Engineering material group performing and managing the Right of Way material inventory.

Achieving the benefits of the asset management improvement program depend on accurate, reliable and timely information. This position exists to ensure that these requirements are fulfilled. A sustainable and reliable condition assessment and monitoring program is essential to mitigate the risk of failure and will be the foundation for the accurate prediction of future expenditure requirements and capital investments through understanding asset remaining life and degradation. Assessing and monitoring asset condition is essential for the refinement of maintenance and rehabilitation strategies and to avoid unplanned outages by implementing pre-emptive asset remediation and reducing the probability of failure.

DUTIES AND RESPONSIBILITIES

• Performed asset condition assessment including asset major components to determine and rate current physical state of the asset, using asset specific methodologies.

• Prepare reports, sketches, photographs, field measurements, and calculations using instruments and tools.

• Communicate and make recommendations on repair of any conditions found requiring immediate action and any significant deterioration of asset conditions.

• Collect Initial Asset and location registry for all engineering infrastructure asset data including asset attributes, asset components, GIS location, Asset ID using mobile technology

• Maintain and update Asset Registry in the Corporate Asset Information System, collect new/replaced asset information, decommission old asset and update Asset Registry with any asset replaced or new installations.

• Plan and schedule periodic condition assessments workload to achieve objectives and meet overall annual schedule.

• Plan and setup any provisions necessary to perform condition assessment work.

• Maintain and update asset condition information in the Corporate Asset Information System after each periodic evaluation, ensuring that information is timely available in support discipline operations.

• Support engineering discipline material group in the performing annual Right of Way material inventory and its incorporation in the Corporate Asset Information System

• Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example

• Perform other assignments as requested by Senior Management.

REQUIRED EDUCATION AND EXPERIENCE

• An Associate’s Degree in Engineering , Business or related field. An additional two years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.

• Must possess a minimum of three (3) years combined experience in: maintenance field operation, inspection and construction, within any of the following disciplines Signal/Track/Structures/Communication/Power/Facilities/Electrical/Electronics in a railroad/transit/engineering environment.

• Must possess strong knowledge in specific areas of railroad disciplines: Signal, Track, Structures, Communications, Power, or Facilities, with an understanding of the special needs associated with the inspection, maintenance and rehabilitation of their assets.

• Must possess strong computer applications skills.

• Must possess good time management skills.

• Must possess strong communication (both verbal and written) and interpersonal skills with the ability to work effectively with all levels of management.

• Must possess a thorough understanding of Railroad operations.

• Must possess knowledge of Company Policies and Procedures.

• Must possess effective administration, planning and materials management skills.

• Must possess the ability to use the latest mobile technology and to use any instrumentation, if required, to assess the condition of the assets.

• Must possess a valid driver’s license.

KNOWLEDGE, SKILLS AND ABILITIES

• Self-motivated individual with a proven track record, to perform assessment program with minimal direct supervision.

• Familiar with nationally accepted standard (i.e. ASHRAE, NEC, NFPA, NYS Building Code etc.).

• Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

• This position requires a driver’s license. Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

• Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
