Remote Healthcare Human Resources Manager
Columbia River Health | Boardman, Oregon
Full-Time | Primarily Remote with Occasional On-Site Support
Salary: Approximately $100,000 Annually, Based on Experience

This Is More Than an HR Manager RoleColumbia River Health is seeking an experienced healthcare Human Resources Manager who understands that strong rural healthcare organizations are built by strong, supported people.
This is not a general corporate HR position.
The selected leader will help assess, rebuild, organize, and strengthen the organization's human resources foundation. This will include updating the employee handbook, improving policies and processes, supporting employee relations, advising leadership, reducing organizational risk, and mentoring the on-site HR assistant.
The position may be performed primarily remotely. Occasional travel to Boardman, Oregon, will be coordinated based on organizational needs and the selected candidate's location.
Direct human resources experience within a Federally Qualified Health Center, critical access hospital, or both is required.
This is a firm requirement.

What You Will DoAs Human Resources Manager, you will provide both strategic leadership and hands-on HR support across the organization.
Your responsibilities will include:
- Assessing the organization's current human resources structure, policies, practices, and areas of risk
- Leading a comprehensive review and rebuild of the employee handbook
- Updating HR policies to align with current federal and Oregon employment requirements
- Ensuring policies reflect the regulatory and operational needs of a Federally Qualified Health Center
- Creating practical and consistent human resources processes that employees and leaders can understand and follow
- Reviewing onboarding, orientation, offboarding, personnel file, and documentation practices
- Supporting employee relations matters with professionalism, fairness, discretion, and sound documentation
- Conducting or supporting workplace investigations when necessary
- Guiding managers through coaching, corrective action, performance improvement, and employee concerns
- Advising executive leadership on workforce strategy, organizational culture, compliance, and risk
- Reviewing job descriptions, employee classifications, compensation practices, and reporting structures
- Supporting recruitment, retention, workforce planning, and employee engagement efforts
- Helping leadership identify HR concerns before they become larger organizational issues
- Supporting compliance with employment laws, healthcare regulations, and organizational policies
- Creating tools, templates, workflows, and educational resources for managers and employees
- Providing leadership, training, and mentorship to the on-site HR assistant
- Building the HR assistant's confidence, knowledge, and ability to manage daily HR responsibilities
- Participating in occasional on-site meetings, training, implementation work, or employee support as needed
- Significant professional human resources experience within a healthcare environment
- Direct HR experience within a Federally Qualified Health Center, critical access hospital, or both
- Demonstrated experience developing or substantially revising employee handbooks and workplace policies
- Strong knowledge of federal employment laws and human resources compliance requirements
- Knowledge of Oregon employment law or the ability to quickly become fully knowledgeable
- Experience managing employee relations, investigations, corrective action, performance management, and sensitive workplace concerns
- Experience advising executives, department leaders, supervisors, and frontline managers
- Experience independently leading an HR rebuild, restructuring, or process-improvement initiative
- Strong written communication, documentation, and policy-development skills
- Experience coaching or mentoring an HR assistant, coordinator, or developing HR professional
- Ability to work independently in a remote environment while remaining responsive, accessible, and connected
- Ability and willingness to travel occasionally to Boardman, Oregon
- A leadership style grounded in discretion, consistency, accountability, kindness, and trust
- Bachelor's degree in human resources, business administration, healthcare administration, or a related field
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification
- Experience supporting a small, rural, or resource-limited healthcare organization
- Experience with FQHC compliance, HRSA-related workforce requirements, or federally funded healthcare environments
- Experience helping an organization through leadership, operational, or cultural transition
- Experience creating manager training, performance evaluation systems, and standardized HR workflows
Equivalent combinations of education, certification, and highly relevant rural healthcare HR experience may be considered.

Compensation and Work StructureThe anticipated salary for this position is approximately $100,000 annually , depending on the selected candidate's education, certifications, depth of healthcare HR experience, and direct experience within Federally Qualified Health Centers and critical access hospitals.
This is a full-time position that may be performed primarily remotely.
The selected candidate will be expected to travel occasionally to Boardman, Oregon, for meetings, training, implementation work, employee support, or other organizational needs. The frequency and structure of on-site support will be discussed during the interview process.
Final compensation, benefits, remote-work expectations, and travel requirements will be determined based on the selected candidate and organizational needs.
