Our employees are not only part of history, they're making history.Northrop Grumman’s Navigation, Targeting & Survivability (NT&S) division within the Mission Systems sector is looking for a Manager, Programs Level 3 to support the NT&S Program Execution team. The Program Execution PM will report to the Director, Program Execution for the NT&S Division. Responsibilities include leading independent reviews, monitoring and analyzing trends in program performance across the Division, working with program teams to develop and implement corrective action plans, and planning data analytics and data visualization projects to aid in monitoring and improving program performance. The Program Execution PM will also assist in developing and implementing training for program managers across the Division and lead and participate in Division Digital Transformation projects. The Program Execution PM is responsible for monitoring and improving program performance across the NT&S Division, including a diverse set of program types, lifecycle phases and customers across all three business units and five locations. This position is full-time on-site at either Baltimore or Rolling Meadows location and it may require 25% travel.Program Managers are responsible for managing all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to: Cultivating customer relationships and intimacy to develop further opportunities within the customer communityDeveloping new business opportunities through long term strategic planning, capture planning, and development of proposals and business plansEstablishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsLeading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectivesMeasuring and reporting program performanceDelivering presentations to customers, executive management and other program stakeholdersParticipating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditionsEstablishing design concepts, criteria, and engineering efforts for product research, development, integration and testCreation, review and finalization of the program Statement of WorkIdentification, distribution, tracking, and completion of program requirementsEstablishment and management of the program and subordinate baselinesDevelopment and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and toolsIdentifying, allocating and managing program resources, including workforce planningManaging Government/customer supplied property or information (GFE, CFE, etc.)Managing suppliers to meet program objectivesAdherence to all internal processes, policies, and applicable industry standardsEnsuring program team understands and adheres to contract scope, and manages change through control board activitiesDevelopment and adherence to master plans and schedulesConducting thorough risk & opportunity management practices including identification, mitigation and realizationBasic Qualifications:Bachelor’s Degree and 8 years, or Master’s and 6 years’ experience supporting U.S. Government contracts and customers and/or project management in other industries3-5 or more years of P&L experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager5 or more years of demonstrated success leading teams/and or organizations to achieve a common goalDemonstrated understanding of EVMS and Risk and Opportunity ManagementMust possess an active Secret clearance and ability to obtain Top Secret clearance.Demonstrated leadership skills and the ability to work effectively in a team environmentDemonstrated experience with establishing customer intimacyEffective communication and presentation skillsPreferred Qualifications:Master’s Degree in Engineering a similar technical field, or Business Administration5+ years of Program Management experience for DoD / US government contractsData analytics/data visualization experienceExperience leading or working on agile projects and using agile EVMSPMP CertificationExperience leading new product development and/or EMD programsCurrent Top Secret ClearancePrimary Level Salary Range: $184,300.00 - $276,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
