Project Manager 3 for Texas Health and Human Services CommissionTexas Health and Human Services Commission requires the services of a Project Manager 3, who meets the general qualifications of Project Manager 3, Project Management. All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).Project Management Professional (PMP) certification is required and should be noted on the resume. Proof of certification may be requested.Project managers are the people in charge of a specific project or projects within a company. As the project manager, your job is to plan, budget, oversee and document all aspects of the specific project you are working on. Project managers might work by themselves or be in charge of a team to get the job done.DSHS CFO is requesting a Project Manager (PM) to work with program and IT to implement Invoice Tracking System replacement project activities. This includes but not limited to facilitate meetings, manage the project milestones and deliverables and change request, manage risks and issues, track project budget, manage project scope, complete various reporting, etc. to ensure the project is completed on time and under budget.Minimum Requirements:10 years required: Skilled in managing project with implementations across large organizations. Experience should include developing and managing project plans, documenting risks, issues, and contingency plans10 years required: Ability to research, gather, assemble, correlate, and analyze facts; to devise solutions to problems; and to prepare concise reports and/or to analyze and solve complex and difficult problems10 years required: Experience overseeing the development of SDLC artifacts, ensure business requirements get translated into technical specifications, guide, and facilitate the SDLC process10 years required: Experience developing and maintaining strong relationships with multiple project sponsors and stakeholder. Must possess strong communication and presentation skills.10 years required: Ability to appropriately summarize and escalate issues and develop and present weekly status updates and conduct regular project team meetings10 years required: Ability to work in a collaborative, fast-paced environment10 years required: Strong analytical and problem-solving skills8 years required: Agile methodology, overseeing and tracking development progress, and ensuring project assignments align with project timelines8 years required: Agile Experience - Managing the project with feature driven sprints5 years preferred: Experience implementing and using agile methodologies and best practices for 1 or more State of Texas Agencies5 years preferred: Prior experience in healthcare or Public Health2 years preferred: PMP CertificationServices are expected to start 09/02/2025 and are expected to complete by 06/30/2026. Total estimated hours per Candidate shall not exceed 1696 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W 51st Street, Austin, Texas 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius).
