2026 NHRC | Housing Counseling Corps | Data & Systems

The Housing Systems & Data Associate will serve with the National Housing Resource Center (NHRC) in Philadelphia, PA from September 2026-2027. NHRC is part of the Housing Counseling Corps initiative of Housing Action Corps, an AmeriCorps VISTA program managed by Housing Action Illinois since 2010. Housing Counseling Corps members receive custom training, support, networking, and post-service employment opportunities in the housing counseling field, The National Housing Resource Center is dedicated to organizing nonprofit housing counseling agencies into a unified voice to advocate for the housing counseling industry and on behalf of housing consumers. NHRC works nationally to support housing counseling agencies and partners serving very low-income households. The Housing Systems & Data Associate will strengthen the data and systems needed for NHRC to expand the use of the HUD Housing Choice Voucher (HCV) homeownership program in multiple communities. They will mine, organize, and evaluate data on public housing authorities offering HCV homeownership, identify affordable and LIHTC-based homeownership opportunities, and track program outcomes. Our ideal candidate is a motivated, organized, and curious individual interested in affordable housing, public service, and systems-level solutions to poverty. This VISTA position allows for full-time teleservice, making it well suited for someone who is self-reliant, comfortable managing their time, and able to work independently while staying connected with a distributed team. Candidates should be comfortable using basic technology and eager to learn new tools related to data tracking and evaluation. Member Duties : As housing costs and demand for rental assistance rise, improving the use of existing federal homeownership tools is a timely strategy to address housing instability, but programs like HCV homeownership are significantly underutilized due to limited information on participating public housing authorities and eligible housing opportunities. The Housing Systems & Data Associate will develop data systems, tools, and processes to enable NHRC to better target outreach, support local partners, and help low-income families build housing stability and wealth through homeownership. The VISTA will research and compile a national dataset of public housing authorities interested in offering HCV homeownership. They will also map and catalog affordable homeownership opportunities across program communities. Throughout service, they will implement standardized tracking tools and dashboards to monitor outreach activity, housing counseling engagement, and homeownership outcomes.
