Aquatics Manager

The Aquatics Manager under general supervision directs and supervises staff and activities relating to the operations and activities of the Ascarate Aquatics Center and regional pools. The incumbent manages outdoor pools, supervises and trains all lifeguards and ensures County and departmental guidelines, policies and procedures are enforced.

Minimum Qualifications

Acceptable Experience and Education

Graduation from an accredited college or university with a Bachelor's Degree in Recreation or closely related field and six (6) years of progressively responsible experience in the field of aquatics including two (2) years in a supervisory capacity; or any equivalent combination of training, education, and experience.

Certificates and Licenses Required

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Must possess or obtain a Certified Pool Operators License (CPO).

Lifeguard Instructor Certification

Current American Red Cross (ARC) Lifeguard, First Aid, and CPR/AED for the Professional Rescuer (PRC) Certifications by time of hire.

Typical Duties

Essential Duties

Supervises department employees, including assigning and reviewing work, training, providing input on performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel; plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures; monitors and tracks employee work times; demonstrates leadership and ability to deliver efficiency and quality at the highest of standards; motivates and works with employees to correct deficiencies; assists with managing the career development and performance of staff assigned; prepares unit budget subject to administrative review; reviews and approves pool operations expenditures, prepares specifications for the purchase of pool and office supplies and equipment; responsible for ticket sales and cash receipts; to include daily deposits are accurate; maintains files and records including disciplinary and incident reports, count sheets, inventory requests, and projected times; manages employee work schedules and completes daily time sheets; substitutes for co-workers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations; conducts periodic inspections of swimming pools, facilities and equipment to assure that established standards are maintained, coordinate maintenance and repair of swimming facilities and equipment; supervises the aquatics safety training program; enforces safe working practices and procedures. Programs to be included are First Aid/CPR emergency Water Safety, Lifeguard Training and Basic Water Safety; conducts surveys and compiles data for the preparation of reports; maintains the pool chemicals and temperature levels designated by Health Department; monitors lake area and assures enforcement of Ascarate Lake Rules and Regulation; checks boasters for current registration for their water craft; allows prescribed number of watercraft on the lake at one time; hands out boater schedules; ensures all boaters have appropriate sound equipment such as transom header systems for muffler or sound baffling devices and other equipment such as "down flag" for water skiing boaters; ensures that boaters, jet skiers, etc. follow all safety regulations such as utilizing life jackets and having a driver's license; enforces the "No Consumption of Alcohol Beverages" rule; evaluates cause of any major injury and corrects or recommends changes to policy as needed in the lake and/or pool areas; serves as the liaison with other aquatic operations to ensure that County is up to date on all Health Department regulations; salaries are competitive; and new programs are initiated; identifies Service groups prior to each season with special promotional enticements to utilize the County pools; serves as the coordinator for Learn to Swim programs at all County pools; manages event management duties as it relates to the use of County pools; develops and implements all operational procedures and detailed emergency action plans and oversees operating policies and procedures; substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations; commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Special Events Duties as assigned:

Accepts payments and collects fees for returned checks; as assigned ensures that all monies received with receipts, balanced and prepared for armored car pickup; oversees security of the premises; locks doors at closing time; secures unfinished work in locked safe; sets burglar alarm. Assists with promoting and marketing of County facilities; assists with the coordination and execution of the programs, and booking of events; assists with managing the operation of various special events, and other assigned areas; assists in providing administration and coordination for facility rental, vendor and service company contracts as directed; assists in coordinating with programming partners or clients, vendors, maintenance and operational staff, and the public; works closely with programming partners and clients in their design and execution of events to ensure desired quality outcomes, as directed; ensures proper event certification processes, such as liability insurance and permits for programming partners and vendors; assists with cashiering duties; assists in providing vision and leadership in administering a comprehensive special events and sports program including operations, facilities, personnel, budgeting, policy development, marketing, and program supervision and ensures quality, responsiveness, efficiency, and effectiveness in the operation.

Other Important Duties *

Performs such other related duties as may be assigned. May work weekends and holidays. Drive to other pool locations throughout the county. As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Knowledge of: principles and practices of aquatic facilities and equipment; pool operations and chemistry; water safety and health regulations, aquatic programming, and competitive swimming regulations and requirements; aquatics lifesaving techniques and procedures; first aid and cardio pulmonary resuscitation techniques and procedures; principles and processes for providing customer and personal services; relevant pool equipment and its uses; policies, procedures, and strategies to promote pool safety; principles and methods for teaching and instructing individuals and groups; life saving and first aid methods and techniques as applied to accidents in the water and surrounding areas; principles of supervision, organization, administration, training, and performance evaluation; the English language; techniques for effective interpersonal communication; principles of effective customer service; modern office procedures, methods, and computer equipment to include Windows and Microsoft based products. Skill/Ability to: demonstrate leadership and ability to deliver efficiency and quality at the highest of standards; supervise, train, and evaluate assigned staff; plan and assign work to employees; see details at a distance; speak clearly so others can understand; be aware of others' reactions and understand why the react as they do; effectively provide swimming instruction, when needed; use training/instructional methods and procedures appropriate for the situation when learning or teaching new things; swim and rescue distressed persons, using rescue techniques and equipment; event planning, coordination, preparation and setup practices and procedures; contract preparation, negotiation and compliance practices related to entertainment, catering, security and related services; facility rental and event administrative practices and procedures. communicate effectively both orally and in writing; establish and maintain cooperative and effective relationships with those contacted during the course of work; work holidays, evenings, and weekends, plus flexible hours during the week; deal with crisis in a calm, efficient, and logical manner; Pass a Criminal Background Investigation.
