Job Description

Airborne Battle Management Command and Control capabilities are essential to providing U.S. and allied forces the situational awareness, command and control, and operational coordination required across joint, coalition, humanitarian, and homeland defense missions. Sumaria Systems is seeking a Program Manager to support the Air Force Life Cycle Management Center (AFLCMC) Airborne Warning and Control System (AWACS) Division at Hanscom AFB, Massachusetts.

The AWACS Division has Air Force Materiel Command (AFMC) responsibility for delivering airborne Battle Management Command & Control (BMC2) capabilities. The Division is modernizing legacy mission systems, replacing aging computer architectures, integrating multi-sensor data fusion, improving global expeditionary readiness and availability, supporting the planned divestiture of the E-3 platform, and helping shape follow-on airborne command and control capabilities.

The ideal candidate is an experienced acquisition and program management professional who understands Department of Defense acquisition processes and can operate effectively across Government, engineering, contracting, financial management, logistics, and industry organizations. This position requires the ability to assess program health, manage competing priorities, identify risk, and provide leadership with clear, actionable recommendations focused on cost, schedule, performance, and mission outcomes.

In this role, you will provide acquisition and program management support to Government Program Managers, Integrated Product Team (IPT) Leads, Division leadership, and other program stakeholders. Responsibilities include, but are not limited to:

• Provide program-level acquisition support to Government Program Managers and IPT Leads to promote disciplined program execution and delivery of warfighter capabilities.

• Advise program leadership on overall program health, acquisition execution, and options for maintaining cost, schedule, and performance objectives.

• Interpret, coordinate, and execute acquisition project assignments and identify issues that could significantly affect acquisition, development, modernization, or sustainment efforts.

• Evaluate program direction, plans, schedules, and activities for alignment and consistency across Government and industry stakeholders.

• Monitor program integration activities and interface-control efforts across systems and organizations.

• Assist with planning, evaluating, and implementing acquisition strategies using applicable traditional, Middle Tier of Acquisition (MTA), Urgent Capability, and other authorized acquisition pathways.

• Interpret and apply DoD and Air Force acquisition policies, directives, instructions, and guidance to program execution.

• Identify policy or process disconnects and provide recommendations to Government program leadership.

• Monitor acquisition reform and policy changes and assess potential impacts to assigned programs.

• Provide program management input to Requests for Proposal (RFPs), Statements of Work (SOWs), System Requirements Documents (SRDs), Contract Data Requirements Lists (CDRLs), evaluation criteria, and related acquisition documentation.

• Support development of source-selection strategies and provide authorized administrative and evaluation support during source-selection activities.

• Review and track prime contractor deliverables, schedules, contractual requirements, and performance.

• Assist with development of contractual correspondence addressing program management and execution issues.

• Develop, prepare, coordinate, and review acquisition reports, statutory documentation, and decision-support products supporting milestone decisions and program oversight.

• Prepare senior-leadership briefings, graphics, schedules, program metrics, and status updates.

• Maintain and support recurring program documentation, including Monthly Acquisition Reports (MARs), Acquisition Program Baselines (APBs), Defense Acquisition Executive Summary (DAES) inputs, Selected Acquisition Reports (SARs), and supplemental acquisition reports as applicable.

• Utilize DoD-mandated and specialized program systems to support acquisition reporting, documentation, and execution.

• Develop, maintain, and execute program risk-management processes and support identification, analysis, handling, monitoring, and reporting of program risks.

• Facilitate risk-management boards and working groups and track resulting decisions and actions through completion.

• Evaluate contractor and subcontractor risk-management processes and identify potential impacts to Government program objectives.

• Coordinate with scheduling personnel and correlate Earned Value Management (EVM) cost-performance information with Integrated Master Schedule (IMS) data and applicable CDRLs.

• Support preparation and submission of funding documentation, including purchase requests, Military Interdepartmental Purchase Requests (MIPRs), obligation plans, and expenditure plans.

• Evaluate funding realism and potential cost impacts in support of acquisition strategies and program execution decisions.

• Support initiatives intended to reduce program cost and schedule while maintaining required capability and performance.

• Provide acquisition and program management guidance to Division Chiefs, Program Managers, and Project Managers.

• Recommend program management practices and process improvements that increase efficiency, strengthen execution, and identify opportunities for cost avoidance.

• Support lifecycle logistics, sustainment, and operational supportability considerations throughout program planning and execution.

• Provide program management support focused on cost, schedule, and performance for the E-7 platform .

• Track, analyze, and brief program metrics within established guidelines and provide leadership with clear assessments of program status, risks, and emerging issues.

• Coordinate effectively across cross-functional and geographically dispersed Government and contractor organizations supporting AWACS programs.

Required Skills/Education

Education: Bachelor's Degree

Years of Experience: Bachelor's Degree with five (5) years of experience in the applicable technical or professional discipline, including three (3) years supporting the Department of Defense; OR eight (8) years of relevant experience, including five (5) years supporting the Department of Defense/War.

Required Qualifications:

• United States Citizenship.

• Experience supporting program management, acquisition management, or related DoD program activities.

• Working knowledge of DoD acquisition processes, program documentation, and program execution principles.

• Ability to assess and manage program cost, schedule, performance, risk, and acquisition activities.

• Experience tracking, analyzing, and communicating program metrics and status.

• Ability to identify programmatic and technical risks, analyze issues, and develop practical recommendations.

• Experience developing leadership briefings, reports, schedules, acquisition documentation, and decision-support products.

• Proficiency with Microsoft Office Suite for reporting, analysis, scheduling, documentation, briefing development, and communication.

• Strong organizational and analytical skills with the ability to manage multiple priorities and time-sensitive requirements.

• Ability to communicate clearly and professionally with Government, contractor, technical, and program management personnel.

• Ability to collaborate effectively with cross-functional and geographically dispersed stakeholders.

• Ability to work independently while following established program management processes and Government direction.

• Demonstrated sound judgment, adaptability, critical thinking, and professionalism in a dynamic acquisition environment.

Preferred Qualifications:

• Previous experience supporting AFLCMC, AFMC, AWACS, E-3, E-7, or related airborne command and control programs.

• Experience supporting major Air Force acquisition, modernization, or weapon-system programs.

• Familiarity with Middle Tier of Acquisition (MTA), Urgent Capability, or other adaptive acquisition pathways.

• Experience developing or reviewing RFPs, SOWs, SRDs, CDRLs, source-selection documentation, or contractor deliverables.

• Experience with program risk management, Integrated Master Schedules, and Earned Value Management.

• Experience preparing or supporting MARs, APBs, DAES inputs, SARs, or comparable acquisition reporting.

• Familiarity with DoD financial execution, purchase requests, MIPRs, obligation planning, and expenditure tracking.

• Understanding of lifecycle logistics, sustainment, and operational supportability considerations.

• Experience coordinating across multiple major defense contractors and Government organizations.

Travel: Approximately 20%, including travel to locations such as Oklahoma, Wright-Patterson AFB, and Seattle as program requirements dictate.

Security Clearance Required: Active Secret Security Clearance.

Salary Range: $125K - $135K
