Safety & Occupational Health Manager

This position is located in the office of the Department of Forensic Sciences (DFS) under the Deputy Mayor for Public Safety and justice (ODMPSJ). The mission of the DFS is to provide high-quality, timely, accurate, and reliable forensic science, public and transparency, to enhance public safety and health. The Safety and Occupational Health Manager assists the DFS in implementing and evaluating the agency-wide worksite protocols, polices, directives, standards, and procedures to ensure the safety and health of all employees and stakeholders. Duties and Responsibilities The incumbent conducts inspections and enforces adherence to laws and regulations governing the safety of staff and stakeholders. Upon the results of the inspections, makes recommendations to Health and Safety Manager based on failures to adhere to laws and regulations to initiate corrective or disciplinary action. Evaluates and identifies risk potentials arising from biomedical research and related activities and recommends corrective or remedial measures including the accompanying policies and procedures. Conducts investigation of accidents, analyzing precipitating factors and accident cause data to develop specific methods for prevention. Consults with the Manager and specialists from related occupations concerning work process modification and recommends corrective or remedial safety measure. Qualifications and Education Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: business, safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Or Specialized Education, often accredited professional designations in safety or occupational health disciplines. Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Working in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Licenses and Certifications None, however, certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP) is desired. Working Conditions and Environment This position's duty station will be housed within the Consolidated Forensic Laboratory (CFL) which is a protection-sensitive facility. As such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. The nature of the DFS mission necessarily involves the potential risks associated with biological or chemical hazards, including morgue functions. Although contact with these functions is intended to be minimal, the risks are nevertheless possible; training to recognize, address, and mitigate these risks is required as is dealing with potentially personally difficult topics, such as crime, death, and disease. The incumbent is frequently exposed to mechanical hazards ranging from power tools to operating machinery and chemical and biological hazards while performing laboratory and maintenance shop surveys. Other Significant Facts Tour of Duty: 8:30am – 5:00pm, Monday - Friday. Pay Plan, Series and Grade: CS-0018-13. Promotion Potential: No known promotion potential. Type of Appointment: Career Service (CS) - Regular Appointment. Collective Bargaining Unit: This position is not covered under a collective bargaining agreement (non-union). Position Suitability This position has been deemed Safety-Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, you must successfully pass a criminal background and drug and alcohol screening as a condition of employment and will be subject to periodic criminal background checks, background investigations, and drug tests for the duration of your tenure. Position Designation This position has been designated as Essential and acceptance of this offer confirms you agree to adhere to the policies in sections 1271 and 1274 of DPM Chapter 12, regarding essential/emergency employees. As an essential employee, you will be required to either report to work, stay at work, or telework (if directed to do so) during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions/operations. You may be required to perform other duties outside of your position description during a period of a declared emergency (such as manual labor, shelter services, etc.). Residency Preference Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
