ADOLESCENT HEALTH PROGRAM MANAGER Job Location: Address: 150 N 18th Ave, Phoenix, AZ 85007 (Hybrid) Posting Details Salary: $57,200 Grade: 21 Job Summary The Adolescent Health Programs prioritize the need to enhance equitable and optimal initiatives to positively impact the emotional, physical, and social wellbeing of adolescents, including youth with special health care needs. Programs and initiatives implemented include Teen Pregnancy Prevention, Bullying Prevention, Youth Mental Health, Youth Councils, and other adolescent health initiatives. This Adolescent Health Program Manager (AH PM) functions within the Adolescent Health team under the direct supervision of the Adolescent and Family Health Manager. This position is responsible for managing youth mental health, bullying prevention and teen pregnancy prevention programming and reporting, and other adolescent health initiatives as needed, and is responsible for maintaining OWH websites up-to-date. The position assists contracted programs with ensuring that the concepts they plan to implement are evidence-based, realistic, and delivered with fidelity. They will be required to work closely with each contractor to ensure compliance with the contract as well as state and federal law. The AH PM requires frequent statewide travel and occasional national travel. This position will have a hybrid work schedule and there will be occasional in office days for bureau related meetings and/or projects, as needed. This Position Is Responsible For, But Not Limited To Managing adolescent health programming efforts, including but not limited to the Youth Mental Health First Aid initiative and contracts, bullying prevention initiatives, and teen pregnancy prevention contracts. Providing day-to-day technical assistance to sub-recipients Review and approval of contractor invoices, narrative reports, and fidelity monitoring reports; monitoring program budgets Coordination and/or training of health educators for implementation of Youth Mental Health First Aid, Wyman's Teen Outreach Program and other curricula, and professional development and conferences Coordination, co-facilitation of and participation in the Youth Mental Health Steering Committee and execution of projects. Identifying opportunities to leverage other adolescent health programming to integrate mental health Maintaining OWH websites up-to-date and coordinating development of new sites, as needed Developing, updating, and implementing youth mental health program policy and procedures, quality improvement and tracking tools Conducting annual contractor site visits and facilitator observations Collection of data from contractors and reporting to proper channels Coordinating efforts to develop, foster and maintain relationships internally and externally with community partners in the public, private, and nonprofit sectors. Representing the program and ADHS at various internal and external meetings as needed. Job Duties Responsibilities include: Manage program contracts including but not limited to: providing day-to-day technical assistance to contracted programs; review and approval of contractor invoices and reports; monitor sub-recipient program budgets, and coordinate paperwork for development of purchase orders. Ensure proper implementation of programming including conducting status meetings and annual site visits. Write grant applications and reports; write requests for proposals and evaluate applications. Implement and monitor program policy to adhere to federal and state requirements. Identify and develop collaborations and partnerships between individuals and agencies involved in adolescent health programming. This will require in-state and out-of-state travel. Coordinate and/or participate in committee meetings and execution of projects. Plan and coordinate professional development trainings and conferences, contractor meetings, and others; develop written program materials and deliver oral presentations; develop required written reports, coordinate and create effective, visually engaging presentations within ADHS Brand Standards in Google Slide presentations. Update Office of Women's Health websites on an annual schedule; work with programs and IT to develop new sites, content, or enhancements to websites. Attend Bureau, Office, and team staff meetings and professional development conferences via in-person and hybrid; confer with supervisor. Coordinates and delivers Youth Mental Health First Aid or assists contractors when delivering, as needed and as time allows. Other duties as assigned as related to the position. Knowledge, Skills & Abilities (KSAs): Knowledge Of: Principles, practices and current local and national trends in youth mental health and adolescent health, including but not limited to social and emotional well-being, teen pregnancy prevention education, and, positive youth development. Concepts of program planning, design and management, and evaluation principles, methods and techniques. Techniques and theories in working with youth, especially positive youth development. Adult learning theories. Grant development and management, and report writing. Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies. Skilled In Collaborative partnership building and community engagement with diverse organizations in public and private sectors. Oral and written skills to communicate clearly, concisely, and professionally. Creating effective, visually engaging presentations and websites. Analytical and decision-making skills and the ability to problem solve. Project management and effective organizational practices including time management, analytical thought process, task completion, and priority setting. Writing grants, work plans, logic models and providing information in a clear and concise way; providing information across modalities to adapt to various audiences. Technical skills including data entry, word processing, typing, computer usage, including applying computer techniques to access and process new and existing information, mathematics, and accountancy. Use of technology for program efficiency and improvement purposes. Use of Google and Microsoft Suites. Ability To Develop plans, set goals and carry out plans to reach identified goals whether in a remote or in-office environment. Communicate effectively and maintain positive working relationships with program contractors, stakeholders, and internal staff. Develop and maintain relationships needed to monitor contracts, organize and maintain projects. Identify problems and formulate effective solutions; research appropriate sources to obtain required information; analyze and interpret program data; critical thinking required. Interpret and apply program policies and procedures, prioritize and organize work assignments and responsibilities to provide efficient, timely and quality outcomes within a demanding and diverse workload. Represent ADHS effectively, professionally and positively to others. Speak in front of a large group of people. Work effectively individually and in a team environment. Travel in and out-of-state. Be flexible, adapt to change, and respond effectively to competing priorities. Develop plans for executing projects that include and establish a sense of urgency to garner commitment from team members and partners to complete tasks within set deadlines. Perform tasks successfully in a hybrid work environment. Selective Preference(s) Bachelor's degree or at least 2 year’s experience related to health programs appropriate to the assignment. Experience working in youth mental health programming and/or Youth Mental Health First Aid; experience managing multiple projects simultaneously.
