Job Title: Project Manager Contract Role Onsite Role Job Summary Experienced Project Manager with a strong background in leading end-to-end software implementation and enterprise technology projects. Expertise in project planning, vendor management, stakeholder engagement, budget and resource management, risk mitigation, and project governance. Proven ability to coordinate requirements gathering, software customization, UAT, deployment, go-live, and post-implementation support while ensuring projects are delivered on time, within budget, and in compliance with regulatory standards. Skilled in managing vendor contracts, procurement activities, ALM tools, SharePoint documentation, IV&V processes, and cross-functional teams across business, IT, legal, and compliance. Experienced with SaaS, ERP, cloud solutions, data migration, and system integration, with strong knowledge of HIPAA, GDPR, and data security best practices. Adept at driving user adoption through training, documentation, and change management while delivering high-quality, customer-focused technology solutions. Responsibilities Work with selected vendor to manage and hold accountable to the project plan: scope, timeline, milestones, deliverables, and work breakdown Coordinate requirements gathering, software customization, testing, and deployment phases Ensures the selected vendor completes project documentation including, but not limited to, status reports, risk logs, issue logs and effective management of the state’s SharePoint site Engage with cross-functional teams: business analysts, registry staff, IT, legal, compliance and external stakeholders Facilitate requirements, steering committee meetings, and stakeholder updates Manage expectations and bring escalations to the Chief of OHSM Track budget, track expenditures, manage vendor contracts and invoices with adherence to state procurement rules and limit change orders Coordinate and allocate internal and external resources effectively Identify, analyze, and mitigate project risks and dependencies Manage scope changes, document them, evaluate impact, and gain approval Interface with and ensure reporting to ETS any IV&V-related activities or reported (see below) Quality Assurance & Testing - Work with the vendor to define and lead user acceptance testing (UAT) Ensure data integrity, system performance, security compliance, and regulatory adherence Coordinate training activities with the vendor to roll out manuals, guides and videos for internal and external stakeholders, end users and trainers Oversee pilot launches and coordinate with operations for full deployment Plan go-live, fallback procedures, cutover checklist Monitor system post-launch; coordinate issue resolution and post go-live review Ensure Independent Verification & Validation (IV&V) - Provides an objective, third-party assessment of both the project processes and the product being built. IV&V does not participate in development—it evaluates. Required Qualifications Bachelor’s degree in Computer Science, Information Systems, Public Health, Business, or related field 5+ years’ project management experience, ideally in software implementations for public records, registry, or healthcare systems Strong stakeholder engagement and communication skills Proven experience with ALM tool sets Familiarity with data security, privacy regulations, and database technologies Excellent analytical, organizational, leadership, and problem-solving skills Ability to manage and influence cross-functional teams Experience with training, documentation, and knowledge transfer Desired Knowledge and Skills Knowledge of Vital Records / Civil Registry domain Prior experience selecting and implementing ERP, database, or Cloud solutions (e.g., AWS, Azure) Data migration, ETL, and legacy system integration experience Hands-on with SaaS or enterprise software deployment Understanding regulatory compliance: HIPAA, GDPR, or equivalent Performance Metrics On Time Delivery: Adherence to project timelines and milestones Budget Control: Staying within financial constraints or justified variances User Satisfaction: Stakeholder and end-user feedback post-deployment Quality & Compliance: Minimal defects, regulatory compliance, audit readiness Adoption & Training: Successful adoption rate and training effectiveness with internal and external stakeholders associated with Mortuaries, Hospitals, Midwives, and Marriage Agents and Officiants Cogent Infotech is an equal opportunity employer.
