Responsibilities Summary: The primary purpose of this position is to serve as an Air Reserve Technician (ART), responsible for staff guidance, and management of operational and training programs for assigned units. Additionally, provides evaluation and training to reservists in the accomplishment of tasks set forth herein. Duties: Provides and advocates for enlisted aircrew activities of subordinate flying units to include unit aircrew flight currency and ground training programs. Provides staff oversight over aircraft operations and resources. Creates trend analysis/status reports for assigned specialty and flying units and provides them to management. Provides coordination on aircrew waivers relating to special mission sorties, specific home station training programs, and deployments with special mission capabilities of subordinate units. Participates as an aircrew member/instructor/evaluator, in incumbent's specialty area in assigned aircraft. Coordinates with Senior Enlisted Aircrew Functional Area Manager on quantity and type of student quotas, and monitors utilization of specialized proficiency flying training associated with conversions and/or modifications to assigned aircraft. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing management of aircraft, tools, and support equipment, including financial management, budgetary, manpower, mobility, facilities, and real estate support to the organization; provide services for a worldwide mission to deploy serviceable aircraft, equipment, munitions, and personnel. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. CONDITIONS OF EMPLOYMENT CONTINUED: Must attain and maintain mission-ready status at the appropriate crew qualification level in the unit's assigned aircraft, as prescribed by regulations, must take and pass written and in-flight standardization/evaluation examinations. AFSC: 1A1X2N KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of operating principles and characteristics of major aircraft systems and their controls, panels, and indicators, systems, and equipment in accomplishing functions in aerial refueling, loading and off-loading, or flight engineering operations. Knowledge of aircraft capacity and limitations, weight and balance factors to provide the optimum center of gravity throughout the flight and procedures for preparing cargo for loading, unloading, and aerial delivery missions. Knowledge of the interrelationships among aircraft systems and skill in diagnosing problems and reporting detailed symptoms and conditions in terms of flight safety. Skill in analyzing operating conditions, diagnosing problems, determining alternate procedures and or initiating corrective actions. Ability to communicate effectively, orally and in writing, to coordinate and accomplish assigned tasks, prepare documents, reports, evaluations, and present training/instruction, and brief passengers and crews. Ability to use a personal computer and software to use email, prepare documents, reports, and evaluations, and accomplish staff duties. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.
