White Parker is seeking a Program Manager to serve as the single point of contact for a task order supporting a federal civilian agency's IT policy oversight, portfolio management, and program management functions. The Program Manager leads task leads and supporting staff across all task areas — IT portfolio management, program and project management support, and strategic portfolio communications — and is accountable to the client's Contracting Officer's Representative (COR) for the overall cost, schedule, and quality of contract performance.Primary Duties and ResponsibilitiesServe as the single point of contact and Key Personnel Program Manager for the task order, overseeing all task areas and supporting staffParticipate in and lead the project kick-off meeting and recurring status meetings with the client, including introductions of contractor and government staff, agreement on meeting schedules, and agreement on delivery datesConduct presentations and briefings to various audiences as requested by the clientCoordinate and facilitate program and project management meetings, including pre- and post-meeting activities and documentationProgram Delivery and Quality OversightProvide program management, project coordination, integration, and governance support across the IT solution lifecycle and technology integration effortsSupport the client's implementation of FITARA and other federal IT management mandates across all task areasMonitor and report on cost, schedule, and quality performance across the task order, escalating risks and issues to client leadership as neededProvide oversight and quality review of all deliverables prior to submission to ensure completeness and alignment with requirementsPrepare and submit monthly Accomplishment Reports detailing work completed, personnel changes, project risks, milestones achieved, and a look-ahead to upcoming activitiesStaffing, Personnel, and Contract ManagementOversee staffing, onboarding, and performance of assigned personnelPrepare and manage engagement budget and forecast as well as staffing utilization and forecast.Ensure contract compliance and adherence to all related FAR or other regulations.Support other duties as assigned by Corporate.Minimum Position RequirementsMaster's degree in Business Administration, Public Administration, Information Technology, or a related fieldProject Management Professional (PMP) certificationMinimum of 10 years of program/project management experience, including at least 8 years managing federal government IT or professional services contractsExperience supporting IT portfolio governance, CPIC, or IT financial management programsFamiliarity with FITARA and OMB IT investment oversight requirementsDemonstrated experience serving as a single point of contact on a federal task order or contractProficiency in presenting and reporting in both Microsoft Suite and Google PlatformAbility to obtain and maintain a Public Trust security clearance/suitability determinationAbility to work in the U.S. without sponsorshipCore CompetenciesThe successful candidate will demonstrate strong leadership, executive-level communication, and sound judgment in managing competing priorities across multiple task areas. This role requires the ability to build trust with client stakeholders, mentor and direct supporting staff, exercise discretion in escalating risks and issues, and maintain composure and professionalism under deadline pressure.Work Environment and Physical RequirementsThis position operates primarily in a professional office environment at the client site in Washington, D.C., involving prolonged periods of sitting and computer use along with regular use of standard office equipment. The role may require occasional standing, walking, bending, reaching, and lifting of up to 15 pounds, and occasional local travel within the Washington, D.C. metropolitan area for meetings or events.
