Land Development Manager

We are a growing land development and homebuilding company seeking a results-driven Land Development Manager to oversee and scale our land development operations focused on infill sites. This role is responsible to ensure lots are developed efficiently, on schedule, and on budget—while maintaining consistent quality and operational discipline across all projects. The ideal candidate will bring strong leadership, deep experience with land development, and a passion for high-volume, high-efficiency operations. Position Overview This is a hands‑on leadership role responsible for managing all phases of land development from contract execution through lot delivery. The Land Development Manager will own the entitlement process, coordinate with municipalities and engineers, manage development budgets, and ensure lots are delivered on schedule and in compliance. This person will be a key driver of O&W's ability to scale its infill pipeline. Core Responsibilities Entitlements & Permitting Lead all rezoning, minor subdivision approval, and UDO/zoning compliance processes across the Charlotte MSA and surrounding jurisdictions Coordinate with civil engineers, surveyors, landscape architects, and municipal reviewers on site plans, plats, and resubmittals Navigate city/county review processes across Charlotte, Concord, Mooresville, Statesville, and Iredell/Lincoln/Gaston counties Manage HOA, ALDC, and covenant review and compliance Manage the subdivision bonding process from estimate through release Own the water and sewer tap installation process, from right‑of‑way permit issuance and contractor coordination through final inspection Own the permanent power installation process, including utility company coordination and service connection scheduling Land Development Management Oversee horizontal development from site work through lot delivery—grading, utilities and all required infrastructure. Manage erosion control and sedimentation compliance Track development budgets, change orders, and vendor invoices; coordinate with bookkeeping team Manage subcontractor relationships (civil, grading, utility, paving) Assist with feasibility analysis on acquisition targets—utilities, setbacks, tree canopy, entitlement risk Coordinate boundary line adjustments, easement negotiations, and title/survey issue resolution Support closing attorneys and engineers during acquisition and disposition transactions Coordination & Reporting Own project schedules from pre‑development through lot delivery Provide regular pipeline and status updates to ownership Interface with construction managers on lot readiness and build sequencing Experience & Background 5–10 years of experience in land development, civil project management, or related role; homebuilder or infill developer experience strongly preferred Working knowledge of Charlotte UDO, Mecklenburg County processes, and surrounding jurisdiction entitlement workflows Established relationships with Charlotte‑area municipal staff, civil engineers, and/or surveyors a major plus Proven track record managing multiple projects simultaneously from permitting through final closeout Experience across single‑family, townhome, and small multifamily product types (duplex, triplex, quadplex) and minor subdivisions Strong background coordinating with trade partners, vendors, and municipal inspectors Demonstrated success in budget management, schedule control, and quality assurance Familiarity with local building codes, zoning regulations, and permit processes across the Charlotte MSA Technical Skills Strong communicator — comfortable leading meetings with engineers, municipal reviewers, attorneys, and contractors Proficient in construction scheduling and project management software; Buildertrend experience preferred Ability to read and interpret civil plans, blueprints, and construction documents Solid understanding of estimating, cost tracking, and contract administration Working knowledge of OSHA safety standards and jobsite safety protocols Leadership & Management Skills Proven ability to lead and motivate site supervisors, subcontractors, and field crews Strong problem‑solving skills with the ability to make quick, informed decisions in the field Skilled at managing vendor and trade partner relationships with clear expectations and accountability Effective negotiator with trade partners and suppliers Personal Attributes Highly organized and detail‑oriented with the ability to manage competing priorities across an active project pipeline Proactive, results‑driven, and personally accountable for deadlines and deliverables Clear, concise communicator—equally effective with field crews and office/ownership Adaptable and solutions‑focused in fast‑moving or high‑pressure environments Education & Certifications (Preferred, not required) Bachelor's degree in Construction Management, Civil Engineering, Real Estate Development, or related field NC and/or SC General Contractor License OSHA certification PMP (Project Management Professional) or equivalent a plus #J-18808-Ljbffr
