Regional HR Manager

Position Overview

We are seeking a Regional Human Resources Manager to provide hands-on HR leadership across multiple operational locations in a fast-paced, unionized environment. Based onsite in Baltimore, this role will support facilities in California, Texas, and Michigan, serving as a key HR partner to General Managers, Operations Managers, and field employees.

This is a highly operational role for an HR professional who enjoys being in the field, building relationships with employees, managing the full employee lifecycle, and rolling up their sleeves to solve day-to-day HR challenges. The ideal candidate will have strong union/labor relations experience, multi-site HR experience, full-cycle recruiting experience, and an interest in leveraging AI technology to improve HR processes.

Key Responsibilities

• Serve as the primary HR point of contact for assigned locations, partnering closely with operations and senior leadership.
• Manage the full employee lifecycle, including recruiting, onboarding, employee relations, performance management, training, benefits, leave administration, and offboarding.
• Manage high-volume, full-cycle recruiting, including approximately 10-12 active requisitions during peak periods and ensuring positions are filled efficiently.
• Coordinate with union representatives and follow established bidding procedures before recruiting externally.
• Handle labor relations matters, including grievances, collective bargaining agreement interpretation, union communications, and employee issues.
• Support union and non-union employees while ensuring consistent application of company policies and procedures.
• Communicate and explain benefits, leave processes, and HR policies clearly to employees.
• Coordinate payroll and HRIS processes and maintain accurate employee records.
• Provide training, HR updates, and guidance to employees and management.
• Ensure compliance with federal, state, and local employment laws and regulations.
• Support workforce planning and HR initiatives as the organization continues to expand.
• Partner with leadership to identify employee and operational needs and develop practical HR solutions.
• Utilize AI and emerging HR technologies, including tools such as Microsoft Copilot, Claude, and ChatGPT, to improve efficiency and HR processes.
• Travel to assigned facilities on a quarterly basis, including approximately one week in California and approximately three days at other locations.

Required Qualifications

• 5+ years of progressive HR management experience.
• 3-5 years of hands-on experience working in unionized environments is required.
• Demonstrated experience with labor relations, grievances, CBA interpretation, union communications, and related processes.
• Experience managing HR responsibilities across multiple locations.
• Strong full-cycle, high-volume recruiting experience.
• Experience with HRIS and payroll systems; UKG experience is highly preferred.
• Strong knowledge of employment law and HR compliance.
• Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent experience.
• Strong Microsoft Office skills, including Word, Excel, and PowerPoint.
• Ability to obtain a TWIC card and eRail Safe certification.
• Comfortable working onsite and traveling regularly to multiple facilities.
• Demonstrated interest in learning and implementing AI technology in the workplace.

Preferred Qualifications

• Master's degree in Human Resources, Business Administration, or related field.
• SHRM-CP, SHRM-SCP, PHR, or similar HR certification.
• Experience within rail, port, transportation, logistics, or other operational environments.
• UKG experience.
• Experience supporting both union and non-union workforces.

Travel: Up to 25%
Compensation: $100,000-$110,000 base salary, plus 5-10% performance bonus
