Procurement Specialist I: OIDD - Coastal

Join our team at the Department of Behavioral Health and Developmental Disabilities (BHDD), Office of Intellectual and Developmental Disabilities (OIDD) where we are dedicated to providing compassionate and accessible care to our community. Location Coastal Regional Center, Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF‑IID), Summerville, SC. Responsibilities Accept internal requisitions, ensure appropriate budget coding and approvals, and use SCEIS to create shopping cart requisitions and purchase orders for OIDD‑Coastal divisions. Attach and document all required information on purchase orders, review and accept invoices, and create goods receipt documents using the MIGO transaction in SCEIS. Maintain procurement files for each fiscal year. Assist managers and staff with shopping carts and purchase requests as needed. Maintain reports on Exempt Purchase Orders, Unauthorized Procurements, and other required reports on a regular basis (e.g., monthly, quarterly). Assist accounting with general ledger changes and complete good receipts for invoices. Issue solicitation for small to mid‑size contracts as directed. Work with contract agency vendors for contract hires, ensuring credentialing, screening, onboarding/offboarding, accurate timesheets, correct billing, and tracking conversion eligibility of contract staff. Perform other duties as assigned. Qualifications High school diploma with directly related work experience; a bachelor’s degree may substitute for work experience. Knowledge of internal agency procurement policies, procurement principles and practices, the Consolidated Procurement Code, quality and development of purchased materials, legislation, regulations and policies governing service contracts, and prospective funding sources. Ability to train subordinate personnel and oversee their work. Experience utilizing SCEIS for procurement and/or finance related transactions.
