Civil Rights Investigator 2 This recruitment will be used to fill 2 positions in the Yakima/Wenatchee location. Schedule: Work schedule is normally Monday through Friday, 8:00 a.m. to 5:00 p.m. Incumbents must be willing to work days or hours outside of their approved schedule as required to meet business needs. A hybrid work schedule requires at least 2 days in the office. Agency Profile The Washington State Human Rights Commission (WSHRC) was created in 1949 and is responsible for administering and enforcing the Washington Law Against Discrimination (WLAD). Its mission is to eliminate and prevent discrimination in Washington State through fair application of the law, efficient use of resources, and productive community partnerships. What you will be doing As a senior‑level investigator, you will support the mission of the organization by providing technical assistance and consultation during complaint intake and investigation/resolution processes. You will conduct impartial investigations of discrimination complaints, including research and analysis of RCW49.60 and related anti‑discrimination laws, and work independently with supervision guidance as necessary. This person will be an effective communicator (multi‑lingual a bonus), an active listener, and able to summarize conversations with reasoned, persuasive communications, reports, and determinations. Some of what you will enjoy doing will include Intake/Case Investigation/Analysis/Determination/Settlement Negotiation Functions independently as an impartial fact‑finding agent investigating single or multiple issue discrimination cases of varying difficulty and complexity that allege a violation of RCW49.60 and similar federal laws. Gathers and preserves documentary evidence, issues subpoenas when necessary, conducts interviews, reviews legal briefs, and submits detailed formal case determinations. Intake includes conferring with the public via in person, telephone, and written correspondence to determine jurisdiction and filing criteria. Advises individuals on filing procedures or provides referrals as appropriate. Receives, analyzes, and drafts formal complaint affidavits. Acts as a mediator between principals in discrimination disputes, conferring with respondents and complainants in joint or separate conferences. Initiates innovative proposals to resolve disputes, negotiates settlement agreements, and prepares and signs legally binding settlement documents. Reviews relevant court and precedent cases; applies fact patterns based on case law, contract provisions, and prior determinations. Dual‑language translation or interpretation (Spanish) may be required up to 30% of the time. Education/Outreach Attends staff and agency‑wide training meetings, reviews case law, and attends third‑party civil rights enforcement training and professional development. Assists in developing training materials and facilitates training for Investigator3s and4s. Staffs information booths or tables at outreach events to provide details about RCW49.60. Dual‑language support (Spanish) may be needed up to30% of the time. Technical Assistance Provides technical assistance and consultation to legal counsels, employers, HR professionals, landlords, property managers, real estate brokers, public officials, union officials, advocacy organizations, and others to explain state and federal anti‑discrimination laws. Dual‑language support (Spanish) may be needed up to30% of the time. Required Qualifications One year of experience as an Investigator1. Three years of experience as an investigator with major work assignments in civil rights enforcement, equal employment opportunity, fair housing, personnel administration, labor relations, alternative dispute resolution, or related work. Two years of college‑level coursework in investigation, sociology, behavioral sciences, or related areas can substitute for one year of experience. Preferred/Desired Qualifications Communication/Customer Service: Interprets and explains RCW49.60 and related laws in an accessible manner; presents complex information clearly; actively listens; summarizes conversations; adjusts tone and pace for understanding; remains tactful and courteous while investigating complaints; conducts effective interviews. Writing & Presentation Skills: Forms and writes detailed, well‑reasoned formal determinations. Work product requires minimal revision and is free of spelling, grammar, or formatting errors. Technology: Basic knowledge of word processing (Outlook, Word, PowerPoint) and case processing/tracking databases; accurately enters data to generate investigative documents and reports. Ethics & Integrity: Earns trust, respect, and confidence through honesty and professionalism; maintains confidentiality; keeps promises; adheres to core values and workplace expectations. Accountability: Accepts responsibility for quality and timeliness; delivers results with minimal supervision; meets performance expectations. Attendance: Demonstrates regular and punctual attendance; is flexible to accommodate job requirements and changing responsibilities.
