Assistant Director - Home Care

Summary The Home Care Assistant Director assists the Director of Home Care with the daily management, coordination, and documentation of Home Care Field Supervisors, Home Care Aides, and services provided to Home Care clients. This role maintains all documentation required by SAILS Washington, DOH, AAA contracts, county contracts, and private pay clients. The Assistant Director promotes SAILS Washington and Home Care Services in compliance with agency philosophy, policies, procedures, and state licensing laws and regulations. Performance Responsibilities and Standards Have an in-depth understanding of the requirements for providing Home Care services, the Statement of Work, and DOH requirements. Oversee day‑to‑day operations of home care services. Ensure compliance with contractual requirements and agreements. Review Compliance and Training trackers regularly. Ensure staff and client schedules are implemented; follow up with Supervisors and HCAs as needed for revisions, retraining, or corrective action. Ensure employee timesheets/task‑sheets are submitted accurately and promptly. Track, manage, and approve overtime hours. Ensure quality of services and regulatory compliance. Assist in responding to surveys, investigations, and audits. Ensure policies and procedures are adhered to. Assist with and oversee incident reports for internal and external agencies. Ensure client files and PCSPs are complete and compliant. Initiate and present to the Director any required changes to client paperwork, files, financial agreement packets, etc. Review referrals with supervisors and monitor referral status and start of service dates. Communicate staffing needs to the Director. Meet weekly with the Director to assess recruitment needs and update acquisitions. Orient HCAs to client assessments or delegate orientations to the appropriate supervisor. Develop strategies for caregiver retention and ensure implementation by supervisors. Provide orientation to new hires locally. Train the trainer for HCA in‑person classes and serve as CPR trainer. Develop professional working relationships with clients, families, DSHS Case Managers, county AAA’s, DOH, and other service providers. Attend weekly Home Care team meetings and schedule additional meetings as needed. Respond to employee or client/family requests or complaints to ensure full resolution. Determine the need for drop‑in home visits based on concern, complaint, or client safety. Focus on developing growth goals for the region and supervisors of the area. Attend community Home Care/Long‑Term Care fairs, conferences, and trainings for networking, education, and marketing. Participate in AAA provider meetings and the quarterly statewide Statement of Work workgroup and Home Care Coalition group meeting. Maintain files and documentation for county audits; aid in preparation and present data and program during audits. Champion person‑centered practices by prioritizing individual goals, choices, and preferences. Qualifications Must be at least 21 years of age; some college education and/or field experience. Bachelor’s Degree in a related field is preferred. Minimum of three years supervisory experience in social work, childcare, or support staff industry providing direct services to the elderly and/or children/adults with developmental disabilities. Must possess or obtain an HCA or CNA certification within the appropriate timeframe. Effective communication with clients, families, home staff, and administrative staff. Self‑motivation, self‑direction, organizational skills, flexibility, and ability to handle high stress and manage deadlines. Clear oral and written English communication skills. Valid Washington State Driver License. Current private auto liability insurance and written verification. Lines of Supervision Directly supervise Program Supervisors; delegate responsibilities to Field Supervisors and follow up for completion. Report directly to the Director for all financial, management, client issues, and matters related to DSHS (DDA/HCS), intake, and discharge of clients. Requirements Must pass a Washington State background check. First Aid/CPR Certified within 120 days of employment (training can be provided). Blood Borne Pathogen certified within 120 days of employment (training can be provided). Obtain CPI Blue Card. Ongoing Eligibility Qualifications Complete and pass the background check screening upon hire and every two years thereafter. Complete a minimum of 12 hours of continuing education annually. Ability to work in an office environment. Ability to travel to clients’ residences for home visits and direct care. Perform sedentary administrative duties; occasional walking, standing, and driving for extended periods. Provide care to individuals in the community and support their onboarding and matching process.
