Human Capital Analyst

Total Solutions Inc. (TSI) is seeking a Human Capital Analyst to serve NASA’s Office of the Chief Human Capital Officer (OCHCO). The role will provide enterprise‑wide support to leadership in designing, planning/readiness, implementing, and maturing various human capital initiatives. The analyst will primarily work in the Talent Services functional areas, including the Front Office and Talent Development Branch. Duties Collect, validate, and analyze qualitative and quantitative data in accordance with plans to identify trends, challenges, potential risks and opportunities; recommend actionable solutions and program modifications. Create briefings on findings, conduct analyses, write reports, and prepare presentations, agendas, and general activities to support management and program organization. Design and manage project and implementation plans and milestones for programs such as process design, stakeholder engagement, training program calls, and selection processes. Facilitate and support client meetings, documenting data calls, decisions, action items, communication plans, follow‑up tasks, and program materials across the program lifecycle. Carry out a training evaluation strategy that includes program KPIs and ROI to assess impact and effectiveness and inform future training decisions. Create surveys and feedback mechanisms to assess program effectiveness and success rates. Attend, participate in, and facilitate stakeholder meetings as appropriate; document and follow up on key actions and decisions. Work collaboratively with program managers to support the design, implementation, and evolution of all HC programs and operational functions. Execute general project management support, including planning & scheduling, risk management, ongoing monitoring & reporting on progress, documentation and knowledge management support, communication & change management. Occasional travel may be required. Contract‑Specific Tasks Collect data in accordance with plans, verify and analyze data to identify observations, trends, and potential impacts; provide input to support government decision‑making. Prepare analysis showing the pros and cons of various courses of action and identify potential implications of research findings to support government considerations. Create reports of findings, conduct analyses, write reports, and prepare presentations. Conduct needs assessments, plan, and provide project coordination and support to government‑led project management activities. Establish criteria for evaluating and tracking metrics and support special projects or initiatives as requested. Research alternatives and provide supporting analysis on issues pertaining to program areas to assess program effectiveness and policy impact. Maintain knowledge of applicable software policies and computer‑based business information systems, including web, database systems, reporting, and management of information. Apply detailed knowledge of federal human capital policies, practices, concepts, and procedures for analytical, technical, and program support services to HC transformation areas including incentives and awards, learning and development, performance management, talent acquisition, and more. (NSC/NSSC) – Ongoing. 5% Training ROI (Jo) – Training ROI and Evaluation Surveys Project – Ongoing and Nicole to schedule meeting to review proposals. Qualifications Minimum graduate degree in a related field or bachelor’s degree with 2 years of relevant experience, or 5 years of directly related experience with no degree. Minimum 1 year of consulting experience preferred. Prior experience in federal Human Capital learning and development required. Strong advisory and consultative services skills, as well as implementation of program/project management. Strong statistical and data analysis skills required; psychometric knowledge preferred. Ability to independently manage multiple concurrent work activities while remaining responsive to numerous stakeholders and delivering high‑quality work products. Detailed knowledge of federal HR/HC policies, practices, concepts, and procedures. Detailed knowledge and experience implementing project management practices. Proficient analytical skills, and ability to leverage Microsoft Office applications (including Excel, SharePoint, Project, O365 and Teams). Ability to proactively lead and manage assigned workstreams. Ability to interact professionally with clients. Exceptional written and oral communication skills.
