Associate Director / Director, Human Resources & Talent Acquisition

Reporting to the Group VP of Human Resources and partnering closely with U.S. leadership, this individual will serve as the HR lead and strategic business partner for Simcere of America . A major priority for this role will be Talent Acquisition . The successful candidate will take a highly proactive and hands‑on approach to identifying, engaging, and recruiting high-caliber scientific, clinical, and leadership talent within the competitive U.S. biotech and pharmaceutical market. In parallel, this leader will build and strengthen the broader U.S. HR function, including workforce planning, organizational development, total rewards, performance management, employee engagement, HR operations, and compliance. Key Responsibilities Develop and execute the U.S. talent acquisition strategy aligned with business growth and workforce priorities. Personally lead full-cycle recruitment for senior leadership, scientific/R&D, clinical development, and other critical positions . Proactively identify and engage passive candidates through direct sourcing, networking, referrals, industry relationships, and talent mapping. Build and maintain long‑term talent pipelines for critical scientific, clinical, and leadership capabilities. Develop a strong understanding of the Boston/Cambridge and broader U.S. biotech/pharma talent market, including competitor organizations, talent movement, compensation trends, and candidate expectations. Partner closely with business leaders to understand current and future workforce requirements and translate them into effective recruiting plans. Advise and coach hiring managers on candidate assessment, interviewing, selection, compensation positioning, and closing strategies. Manage external executive search and recruiting partners when appropriate while strengthening internal direct-sourcing capabilities. Ensure a high-quality and consistent candidate experience throughout the recruitment process. Support the development of Simcere's employer brand and presence within the U.S. life sciences talent market. HR Business Partnership & Organizational Development Serve as a strategic HR partner to U.S. leadership , providing counsel on talent, organization, workforce, and people-related matters. Translate business objectives into workforce plans, organizational structures, and talent strategies. Lead organizational design and workforce planning initiatives as the U.S. organization grows. Advise leaders on organizational effectiveness, talent development, succession planning, employee engagement, and retention. Partner with global HR and business leadership to strengthen collaboration and organizational alignment between the U.S. organization and China headquarters. Help foster a high-performance, collaborative, innovative, and entrepreneurial culture. Total Rewards & Performance Management Develop and maintain competitive U.S. compensation and benefits programs aligned with biotech/pharmaceutical market practices. Support the design and administration of incentive and long‑term reward programs as appropriate. Establish and continuously improve performance management processes that reinforce accountability, development, and business objectives. Provide market insights and recommendations on compensation, promotions, retention, and other talent decisions. HR Infrastructure, Operations & Compliance Build and continuously improve U.S. HR policies, processes, SOPs, and infrastructure to support organizational growth. Establish and maintain employee policies and handbooks consistent with applicable federal and Massachusetts employment requirements. Oversee core HR operations, including payroll, benefits administration, HRIS, employee records, onboarding, and offboarding. Provide guidance on employee relations, performance management, and other sensitive employment matters. Proactively identify and mitigate HR, employment, and compliance risks. Partner with external legal counsel, benefits providers, and other HR vendors as needed. Qualifications Bachelor's degree in Human Resources, Business Administration, Life Sciences, or a related field required; Master's degree or MBA preferred . 8+ years of progressive HR experience , including experience operating in a leadership or senior HR business partner capacity. Biotechnology, pharmaceutical, or life sciences industry experience required. Demonstrated expertise in Talent Acquisition , with a strong track record of recruiting scientific, clinical, technical, and/or senior leadership talent. Proven ability to proactively source, engage, and close passive candidates in competitive talent markets. Strong knowledge of the Boston/Cambridge biotech ecosystem and an established life sciences talent network strongly preferred. Broad HR experience across areas such as workforce planning, organizational development, compensation and benefits, performance management, employee relations, and HR operations. Experience building or scaling HR programs and processes in a start-up, entrepreneurial, or high-growth environment strongly preferred. Working knowledge of U.S. employment practices and applicable federal and Massachusetts employment requirements. Professional fluency in Mandarin Chinese and English required to effectively collaborate across the U.S. organization and global headquarters.
