Help

• You will be responsible for the overall planning and execution of all functions of the Contracting Department necessary to ensure meeting the Command's primary mission of overhaul, repair and modernization of naval vessels.
• You will direct the full range of contract administration: source selection, sole source justification/approval, awards/modifications, pre-award surveys, cost/price analysis, analysis of contractor's performance and resolution of contract disputes.
• You will plan, develop and establish long- and short-range procurement and contracting plans, strategies and approaches for overall ship repair and acquisitions and life cycle programs.
• You will issue/implement contractual changes/modifications driven by technological advances, revised threat assessments, upgraded operation requirements, and others which are inherent in complex and dynamic high-technology ship repair acquisition.
• You will ensure that manpower and material costs are directly linked to program/mission objectives, that expenditures remain within approved budget levels, and that positions and/or organizational structures promote maximum efficiency and economy.
• You will serve as the Deputy Chief Contracting Officer for the Contracting and Logistics Department (Code 400), at Portsmouth Naval Shipyard (PNS) Kittery, Maine.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You may be required to successfully complete a probationary period.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This position requires a Contracting, Foundational acquisition certification. You will have 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.
• This a Defense Acquisition Workforce position and Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs)
  every two (2) years, in accordance with DoDI 5000.66.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience overseeing and managing the overall planning, direction, and timely execution of the contracting program, as well as managing organizational changes and major changes to the content of the program or segments directed.
• Experience with procurement regulations and contracting principles including the latest procedures and techniques (e.g., source selection, sophisticated pricing arrangements, solicitation methodologies, and cost accounting) sufficient to plan, develop, implement, and administer all contractual aspects of a wide variety of systems/service acquisition programs.
• Experience with negotiation principles in developing pre-negotiation strategy and overseeing or conducting negotiations and in directing or performing post award negotiations involving contract changes or modifications.
• Experience using computer programs such as Standard Procurement System (SPS) and Enterprise Resource Planning (ERP) as they relate to the electronic acquisition process, and experience using the Federal Procurement Data System - New Generation (FPDS-NG), Wide Area Workflow (WAWF) and Electronic Data Exchange.
• Experience performing supervisory duties such as assigning and prioritizing work; providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

Basic Qualification Requirements for Contracting Officer Positions: In addition to meeting the basic educational requirements listed above as well as the Specialized Experience , applicants must have at least two years of experience in contracting positions; and have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.
