Utility Maintenance Technician - CO

Department: Public Works - Sewer

JOB SUMMARY:

Assures proper functioning of the County’s Sewer Easements/Stormwater Management Facilities and Utility/Stormwater Easements through regular inspection, maintenance and keeping vegetation cut and lines jetted as necessary and repair of the facilities.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: 

General duties:

• Inspects facilities and systems to ensure proper function and to ensure they meet proper County specifications.
• Monitors construction of new facilities; prepares reports of such progress for submittal to Road Maintenance Supervisor/County Engineer as requested.
• Removes dead and dying trees that interfere with proper function of stormwater management facilities and/or sewer easements.
• Assists in securing all necessary permits from State and Federal regulatory agencies and all easements required prior to construction of stormwater and/or sewer facilities. 
  
• Repairs and maintains stormwater management facilities and/or sanitary sewer easements by performing tasks listed below:
• Mows stormwater ponds and easements.
• Maintains proper vegetation through over-seeding, fertilization, and control of weeds and other undesirable vegetation in stormwater ponds and sewer easements.
• Removes sediment from stormwater ponds while maintaining proper design elevations. 
  
• Repairs and maintains outlet control structures and rebuilds failed structures to proper design specifications.
• Repairs, maintains, and replaces pipes, junction boxes, and other structures associated with stormwater management facilities.
• Repairs and replaces fencing.
• Assures installation of erosion and sedimentation best management practices (BMP’s) on construction projects as needed.
• Regular and predictable attendance is required.
• Performs other related duties as required.

Additional and/or Detailed duties when assigned to Sewers:

• Monitors sanitary sewers; prepares reports of such progress for submittal to Road Maintenance Supervisor/County Engineer as requested.
• Utilizes engineering plans, plats, specifications, easement documents and other plans and documents as they are related to sanitary sewers to assure proper maintenance.
• Maintains proper vegetation through over-seeding, fertilization, and control of weeds and other undesirable vegetation on sewer easements.
• Operates medium-sized equipment including flat-bed or tandem dump trucks, mowing machines (bush hogs/boom tractors), and performs manual labor maintenance and/or repair of County property and facilities. 
  
• Performs basic maintenance on dump trucks and mowers/boom tractors and jetter machines. 

Additional and/or Detailed duties when assigned to Stormwater:

• Utilizes engineering and survey related equipment as necessary to check grades, elevations, and pipe sizes including but not limited to GPS, survey level, total station and other devices.
• Utilizes engineering plans, plats, specifications, easement documents and other plans and documents as they related to stormwater management facilities, stormwater drainage systems, pipes, culverts to assure proper maintenance.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience: 

• High School Diploma or GED required plus minimum of two years technical school in related field preferred.
• Minimum of one year related work experience required.

Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.

Licenses and Certifications:

• POST Certification required or ability to obtain within 6 months.
• State of Georgia Level 1B Soil and Erosion Certification, or ability to obtain within 6 months.
• Valid Georgia Commercial Driver's License and satisfactory Motor Vehicle Record (MVR).
• Due to the safety-sensitive nature of this position, incumbents will be subject to random drug testing.

Physical Ability:

• Essential functions continuously require the ability to remain in a stationary position (sitting or standing) and the ability to move by walking; bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reaching overhead; repetitively use hands/arms/legs; grasp; move/transport items up to 25lbs. Employees constantly must think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Additionally the essential functions require that incumbents be on-call, operate equipment; use a computer/keyboard; use math/calculations; and stay organized.
• Essential functions frequently require the ability to maintain body equilibrium to prevent failing when walking, standing, crouching or navigating narrow, slippery or erratically moving surfaces; pushing and/or pulling; and move/transport items up to 26lbs to 50 lbs. Essential functions also require incumbents frequently work irregular hours; attend regular work meetings; direct others; and meet deadlines.
• Essential functions occasionally require the ability to position oneself by crawling, crouching, or kneeling; ascend and descend ladders, stairs, and ramps; and move/transport items from 51lbs to 100lbs. Incumbents essential functions must occasionally handle confidential information or perform duties that require keyboarding/typing.

Sensory Requirements:

• Essential functions regularly require the ability to use effective verbal and written communication; use of hand/eye coordination and fine manipulation to use tools and equipment; visually discern differences in color.

Environmental Factors: 

• Essential functions are continuously performed with exposure to adverse environmental conditions, including inclement weather; extreme hot or cold temperatures; humidity and moisture; extreme dry enviorments; risk of bodily injury from hazards including , sharp objects/tools, heavy machinery, traffic; dirt/mud, fumes, gasses, odors, dust, grease and oil, moving mechanical parts, extreme noise, wet, slippery floors/surfaces. Incumbents may spend time constantly working alone or with others.
• Essential functions are frequently performed with exposure to risk of bodily injury from moving mechanical parts and vibration.
