Description

The City of Richmond’s Housing and Community Development is currently seeking a highly motivated Senior Manager , under the general supervision of the Department Director. This position provides leadership and management over the Housing Finance and Development programmatic functions, including monitoring projects funded with ARPA dollars, the City’s Affordable Housing Bond, and the HOME‑ARP project. The role collaborates with 3rd‑party vendors such as LISC and other bond partners, and supervises three Senior Project Development Managers and one Project Development Manager.

Duties include but are not limited to

• Works closely with the Department Director and senior management to accomplish affordable housing goals and update the Housing Plan guiding preservation and development.
• Provides sound advice on all programmatic processes relating to affordable housing finance, development, preservation, and alignment of funding sources to ensure efficient resource management.
• Leads and coordinates a team of four managers, monitors compliance, and enhances productivity.
• Establishes and utilizes project monitoring tools to follow best practices for all affordable housing development and preservation projects, including new bond projects.
• Oversees development of NOFAs and RFPs for city funding, performs underwriting reviews, and ensures correct deal structuring to meet investment requirements.
• Collaborates with the City Attorney’s Office or Special Counsel on contracts and agreements.
• Identifies additional financial tools and resources to fund affordable housing development.
• Assists the Director on collaborations such as Creighton Court, Highland Grove, Mosby Court, Gilpin Court redevelopment projects, and advises on sensitive issues.
• Ensures compliance with all applicable federal, state, and local regulations.
• Participates in strategic planning and reports on affordable housing projects.
• Attends public and business meetings with the Director as required.
• Performs other related duties as assigned.

Qualifications, Special Certifications And Licenses

Job Competencies

• Mastery of general management, public and business administration, housing finance, real‑estate development, and application in government.
• Expert in housing finance, affordable housing development, and rehabilitation.
• Demonstrated experience managing housing development projects, land acquisition, disposition, design, construction, and financing.
• Mastery of affordable housing programs and governing federal and local laws.
• Advanced leadership, management, and communication skills.

Education And/or Experience

• Bachelor’s Degree (Master’s degree preferred) in public administration, business administration, real‑estate, or related field.
• Seven (7) years of housing operations management experience, including at least two years senior‑level management in public housing, affordable housing, or real‑estate redevelopment.

Technical Skills

• Competent use of personal computers and Microsoft Office (Word, Outlook); ability to learn other required software.

Environmental Hazards

Physical Requirements and Working Environment

Incumbents must perform detailed work on multiple tasks, with frequent interruptions and under time constraints. The job is largely sedentary, requiring occasional lifting of up to 10 pounds and minimal repetitive motions.
