Project Scope & Department Culture

Department Culture: Our goal is to deliver quality services that provide timely, accurate, and complete information for the State agencies involved and all stakeholders. A Scrum Master will support the portfolio of operational and project needs to drive efficiency, accountability, and collaboration.

Scope of the Project: The South Carolina Department of Administration Division of Enterprise Applications is seeking an experienced Scrum Master to guide daily activities. As a Scrum Master, you will facilitate and coordinate Agile Scrum processes within our organization, ensuring the team can work collaboratively and efficiently to deliver high-quality solutions.

This position is responsible for removing impediments and facilitating Scrum ceremonies to include daily standups, sprint planning, backlog refinement, and sprint retrospectives. You will work closely with the product owners, stakeholders, and product development teams to ensure that the work progresses on schedule, within budget, and to the desired level of quality. Additionally, you will serve as a coach and mentor to our team helping to foster a culture of continuous improvement and ensuring that the team is meeting its objectives consistently.

Daily Duties / Responsibilities

• Facilitate Scrum activities such as daily stand-up meetings, sprint planning, sprint review, and sprint retrospective.
• Ensure the team follows the Scrum framework and agile principles.
• Promote continuous improvement through retrospective and feedback sessions.
• Communicate project status, risks, and issues to stakeholders.
• Track KPIs and help teams deliver high-quality products/solutions on time.

Candidate Skills and Qualifications

Required Skills & Experience:

• 3+ Years: Experience as a Scrum Master
• 3+ Years: Experience with Azure DevOps
• 3+ Years: Experience with Leading Scrum Ceremonies
• 3+ Years: Experience with DB Querying and Programming
• 3+ Years: Experience with Agile Project Management Tools
• 3+ Years: Experience with hybrid project management (Agile combined with Waterfall)
• Education: Bachelors Degree required (Field of study is open, but the degree must be complete and verifiable)

Additional Required Skills:

• Strong knowledge of Agile Scrum principles and practices.
• Strong problem-solving and analytical skills.

Preferred Skills & Certifications:

• Certified Scrum Master (CSM) or Certification in Agile methodologies, like Professional Scrum Master (PSM).
• Government Experience.
• ERP Experience.
