Position Highlights Work schedule: Monday – Friday. Work hours: Full‑time, 40 hours per week. Work shift: First shift, 8:30 a.m. – 5:00 p.m. Location: 165 Capitol Avenue, Hartford, CT 06105. Hybrid work environment—combination of on‑site and remote work after successful completion of probationary period. Role This position reports to the Ethics Enforcement Officer and is responsible for evaluating, investigating, and prosecuting alleged violations of the Connecticut Code of Ethics (Chapter 10 of the Connecticut General Statutes). The work is confidential and requires rigorous legal analysis and enforcement procedures. Responsibilities Perform advanced and complex legal work at the agency. Research, interpret, analyze, and apply conflicting laws, regulations, case law, and legal principles. Act as hearing officer or represent the agency in formal administrative and public proceedings on a full range of cases with complex legal and technical issues. Negotiate and draft settlement agreements. Draft advisory opinions, rulings, decisions, recommendations, findings, legislation, statutes, regulations, publications, and other related legal documents. Assist in the preparation and presentation of trials and appeals. Consult with the Office of the Attorney General on legal issues. Conduct investigations and enforcement proceedings. Prepare comprehensive reports for administrative and court proceedings. Prepare pleadings and other court papers. Interpret and apply laws, regulations, case law, and legal principles. Participate in educational activities and provide legal guidance when authorized. Provide input into policy formation and review proposed laws and regulations for impact on agency operations. Maintain precedent manuals and review legal documents for sufficiency. May testify at or monitor legislative proceedings and represent the agency in court when authorized. Perform related duties as required. Knowledge, Skill and Ability Considerable knowledge of Connecticut legal principles, practices, and procedures. Expertise in legal research techniques, the Uniform Administrative Procedures Act, and relevant state and federal statutes and regulations. Knowledge of rules of evidence, criminal and constitutional law, and the legislative process. Excellent interpersonal, oral, and written communication skills. Ability to apply judicial decisions to statutory interpretation and organize technical data. Proficiency in coordinating elements of legal cases. Minimum Qualifications – General Experience Two (2) years of experience in the practice of law. Preferred Qualifications Demonstrated interest or experience in the core advocacy mission of the Office of State Ethics. Experience conducting hearings. Experience in all aspects of trial preparation and presentation in administrative or judicial proceedings. Experience in litigation, discovery practice, including e‑discovery, depositions, witness examination, motions, and briefs. Experience conducting legal investigations. Experience working in a confidential environment. Experience negotiating legal settlements. Excellent legal writing skills. Experience with the Uniform Administrative Procedure Act. Experience working in a team setting. Effective communication and public‑speaking skills. Special Requirements Admitted to practice law in the State of Connecticut. May be required to travel.
