Talent Acquisition Sourcer

The Administration Division is seeking a Talent Acquisition Sourcer to support the agency's strategic recruitment efforts by proactively identifying, engaging, and cultivating talent pipelines for current and future hiring needs. Reporting directly to the Deputy Director of Human Capital, this position will focus on sourcing and attracting qualified candidates for hard-to-fill, specialized, and high-priority positions across the agency, including legal, information technology, administrative, and leadership roles. The selected candidate will serve as a strategic partner to hiring managers by conducting intake meetings, developing targeted sourcing strategies, identifying passive candidates, and building and maintaining talent pipelines that support the agency's workforce needs. This position will also support recruitment outreach efforts by representing the agency at career fairs, and other public-facing recruitment activities designed to expand awareness of employment opportunities and strengthen candidate pipelines. This position plays a critical role in reducing recruitment challenges, strengthening candidate pools, expanding recruitment outreach efforts, and enhancing the agency's ability to attract top talent in competitive labor markets. Responsibilities include but are not limited to:
- Develop and maintain proactive talent pipelines for current and anticipated vacancies by utilizing LinkedIn Recruiter and other sourcing tools to identify, engage, and cultivate relationships with qualified candidates before positions become available. Conduct market research, talent mapping, and targeted outreach efforts to ensure the agency maintains strong candidate pools for difficult-to-fill, specialized, and mission-critical positions.
- Partner closely with hiring managers and agency leadership to conduct intake meetings, assess workforce needs, develop sourcing strategies, and establish candidate profiles aligned with the knowledge, skills, and competencies required for successful hiring outcomes. Conduct pre-screening interviews and candidate assessments to evaluate qualifications, interest, and overall alignment with agency needs while providing recommendations regarding candidate viability.
- Expand awareness of agency employment opportunities by developing relationships with professional associations, educational institutions, workforce development organizations, industry groups, and community partners. Represent the agency at recruitment events, career fairs, networking opportunities, and informational sessions while supporting outreach initiatives designed to strengthen talent pipelines and attract qualified and diverse candidate pools.
- Track sourcing activity, candidate engagement efforts, pipeline development metrics, outreach outcomes, and recruitment results to evaluate effectiveness and identify opportunities for improvement. Prepare reports and workforce insights for Human Capital leadership and provide recommendations to address recruitment challenges, improve candidate flow, and strengthen long-term recruitment strategies.
Minimum Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
- Knowledge of public sector recruitment, workforce planning, and civil service environments. - Experience utilizing LinkedIn Recruiter and other sourcing tools to identify, engage, and cultivate passive candidate pipelines. - Experience sourcing candidates for hard-to-fill, specialized, legal, information technology, leadership, or other high-demand positions. - Experience building relationships with professional associations, educational institutions, workforce development organizations, and community partners. - Experience supporting diversity recruitment, workforce outreach, and employment branding initiatives. - Excellent written, verbal, and interpersonal communication skills. - Strong organizational skills and the ability to manage multiple priorities in a fast-paced environment.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
