RECREATION COORDINATOR/PROGRAM

The purpose of this position is to organize, implement and direct a community recreation program, including the operation of facilities, supervision of staff and management of programs. This class is distinguished as having administrative responsibility, including supervision of staff and programs, maintenance of facilities and development of certain special events. This description is intended to indicate the essential functions and levels of work difficulty of the position and is not intended to describe in detail all of the position's specific duties and responsibilities nor exclude other duties of similar level or difficulty. Additionally, it is not intended to limit management's rights to assign, direct, and control the work of employees beyond the essential functions under their supervision Conducts needs assessments to determine desired recreation programs of the community. Develops and coordinates year-round recreation programs for the residents of Boulder City. Evaluates the effectiveness and interest in the recreation services offered and adjusts the variety and depth of services based on the evaluation or changes in other circumstances. Promotes public awareness of recreation opportunities by developing and distributing brochures, writing news releases and newsletters and meeting with public groups, clubs and organizations. Creates a marketing plan for promoting Parks & Recreation programs which includes but not limited to, creating flyers, utilization of social media and City website. Coordinates the overall schedule of recurring programs, special events and overall use of City recreational facilities with department staff and outside organizations in order to maximize available resources and ensure effective and productive utilization of park and recreation facilities. Develops and reviews facility reservation, use and fee structure policies in order to assure the City is providing fair and reasonable access to facilities. Assures Park and Recreation facilities are clean and safe, according to applicable standards, by developing maintenance schedules, evaluating the facilities maintenance and repair work, maintaining appropriate records and reports and taking corrective action to resolve unsatisfactory conditions. Hires, orients and trains quality staff, assuring that applicable certifications are obtained, and that standards, policies and procedures are followed. Supervises, monitors and evaluates the work of employees to assure programs are run safely and according to accepted standards and employees are achieving desired levels of output and quality. Assures the proper receipt and processing of revenue for the City facilities. Maintains and monitors records including time sheets, attendance and equipment inventory reports. Prepares reports such as monthly and annual performance reports detailing workload and work activities, financial reports and other reports as needed. Works with Parks and Recreation Director to assess changes in the community and the effects on the Department related to liability, legislative developments and statutes. Plans and administers the annual budget outlining the Division’s objectives and results to be achieved. Assists in the development and implementation of the Capital Improvement Plan for the Department, including prioritizing needs and working with architects, contractors or equipment companies. Seeks community input through program evaluations and resident surveys. Supports the Parks and Recreation Director in making presentations on facilities and programs to the public, Park and Recreation Commission, City Council, etc. PROGRAM Organizes and supervises all Recreation Department Special Events which may include but not limited to Easter Egg Hunt, Free Fish Day, Arbor Day and Summer Kick off Bash, etc. Implements new and creative programs on a year-round basis. Damboree Committee representative from the City, acts as a liaison between the two entities to coordinate and facilitate the 4th of July Damboree Celebration. This coordination includes the parade, Broadbent and Veterans Memorial Parks. Requires working on July 4th. Coordinate, implement and direct the year-round Safekey program, Spring Break Day Camp, Winter Camp, Summer Camp, Youth Center, Tiny Tots, Fitness Center, and Art Center. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of theories, principles and techniques related to public recreation and programming including aquatics; principles of facility management; principles of public relations, advertising and promotion of recreation programs. Skill in using personal computers, office equipment, and recreation software. Experience supervising staff. Experience with RecDesk, Munis and Microsoft software. Ability to develop and implement programs that meet the needs of the community and evaluate program effectiveness; plan, schedule and coordinate the use of community recreational facilities and programs offered; develop and administer a budget; communicate effectively both verbally and in writing; work effectively with staff, community groups, school district and the public in a variety of age and special interest groups. Physical Activities This position requires physical activity including bending, lifting, carrying, and other activities. Visual Acuity The worker is required to have visual acuity to operate motor vehicles or heavy equipment; close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices; and/or assembly of fabrication of parts at distances close to the eyes; visual acuity to determine the accuracy, neatness, thoroughness of work assigned or to make general observations of facilities or structures. Working Conditions This position requires working indoors and outdoors and is subject to adverse weather conditions, toxic agents, hazards associated with electrical/mechanical machinery and pool maintenance.
