Chief Financial Officer

Chief Financial OfficerResponsible for oversight of all financial and business affairs of the district. Provide leadership for the district's financial services activity to ensure legally sound and effective management practices. Direct and monitor the management and investment of all district funds and ensure they are adequately protected. Serve as chief financial advisor and budget advisor to the superintendent and board of trustees. Manage key functions in the Business office including the following: Accounts Payable, Budget and Financial Planning, Finance & Accounting, Fixed Assets, Payroll, Special Revenue, Debt & Treasury Management and Tax Collections.Qualifications:Minimum of a Bachelor's degree, with major in a business-related area, or other related fieldMaster's degree in a related field from a regionally accredited institution preferredPrevious CFO experience requiredFive (5) years of supervisory responsibility in the fields of finance and accountingExperience in Texas public school finance preferredSpecial Knowledge/Skills:Advanced knowledge of school finance, budgeting, accounting systems, and economicsKnowledge of information/data processing systems and financial applicationsAbility to resolve conflict, listen, and appropriately respond to concernsDemonstrated leadership skillsAbility to manage budget and personnelAbility to implement policy and proceduresAbility to interpret dataExcellent communication, public relations, and interpersonal skillsMajor Responsibilities and Duties:School/Organizational Climate:Develop long and short-range objectives and goals for the business operations of the School DistrictKeep the Superintendent informed on the business affairs of the DistrictDevelop and maintain positive staff morale with the business office staffSchool/Organizational Improvement:Plan and conduct needs assessments for growth and improvement of the District business operationsEnsure that the business operations are supportive of the District objectivesDelegate business office functions to Directors/lead staffEvaluate the performance of the Directors/lead staff, suggesting ideas for growth and improvement as well as recognizing exemplary performanceDetermine that staff complies with federal and state laws and regulations and district policies and proceduresAdministration and Fiscal/Facilities Management:Act as advisor to the Superintendent on questions related to financial affairs of the DistrictKeep informed of and comply with all state and District regulations and policies concerning public education business administrationProvide leadership and management for multiple finance functions as listed in primary purposeProvide leadership to achieve cost-effective practices throughout the DistrictAssist administrators of individual schools with the management of school financial affairsBe responsible for maintenance of an accounting and payroll system that complies with all federal, state, and local guidelinesBe responsible for bidding the depository contract, overseeing depository bank, and checking the securities pledged to assure that District funds are protectedCompile District, campus, and program budgets and cost estimates; prepare and submit financial reportsCommunication:Ensure that established goals and expectations related to District operations are communicated clearly, consistently, and in a timely manner.Employee Relations:Use management practices that promote collegiality, teamwork, and collaborative decision making among staffDevelop and implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect themAssist in interpreting District policies and administrative procedures to the District staff, the public and interested partiesEnsure that required training is administered to auxiliary staffWork with others to compile and report projections of staff needsDevelop and support a culture of equity and equalityPrepare, review, and revise job descriptions of assigned departments as neededEvaluate job performance of employees to ensure effectivenessSelect, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissalPolicy, Reports, and Law:Review and recommend appropriate policies, administrative regulations, and administrative practices for the areas supervised.Implement the policies established by federal and state laws, State Board of Education rule, and local Board policy in the areas assigned.Compile, maintain, and file all physical and computerized reports, records, and other documents required including preparing and evaluating monthly financial statements and related budget reports, preparing quarterly and final reports for all federal funds and grants, developing semi-annual financial information for submission of data to TEA, and preparing and publishing comprehensive annual financial report in compliance with Association of School Business Officer (ASBO) standards.Safety:Ensure that safety standards are maintained in conformance with federal, state, and insurance regulations and a District-wide preventive safety program is developed and implementedFollow District safety protocols and emergency proceduresOther:Attend Board meetings regularly and make presentations to the Board as requestedParticipate in professional development activities administered by the DistrictAll other duties as assignedSupervise and evaluate job performance of employees to ensure effectivenessPerformance of the position will be evaluated annually in accordance with the requirements of state law and local Board of Trustee policyWorking Conditions:Mental Demands/Physical Demands/Environmental Factors: Work with frequent interruptions; maintain emotional control under stress; normal office environment, numerous phone calls, subject to frequent deadlines; frequent district-wide travel; Some regional travel occasional prolonged and irregular hours, some exposure to environmental extremes.Follow district safety protocols and emergency procedures; Other duties as assigned
