General Description
The Utility Heavy Equipment Operator is responsible for operation of heavy and medium gasoline and diesel powered equipment to be utilized for the construction and repair of sanitary sewer lines, force water mainlines, high-pressure water mainlines, reuse lines, and sewer manhole excavations for the City of Casselberry. The Utility Heavy Equipment Operator performs work independently within established policies and procedures.

A. Work Environment : This position performs the duties in a field setting. The noise level in the work environment is loud. This position is also frequently exposed to various weather conditions, working near moving mechanical parts, traffic hazards, fumes or airborne particles, noise extremes, slippery or uneven surfaces, and confined spaces. Occasionally, this position may be exposed to risk of electrical shock/explosives.
B. Physical Demands : The primary functions require frequent periods of standing, walking, bending, pushing and pulling, driving, time sitting, using hands to handle or feel and reaching with hands and arms. Occasionally this position will be required to climb or balance, jump, run or throw. In addition, this position may be required to occasionally lift and carry up to one hundred ( 100) pounds with or without assistance of another person or utilization of lifting equipment. This position is regularly required to use vision, speech and hearing, with or without assistive devices.
C. Equipment/Tools and Technology Used : This position utilizes the following tools and equipment while performing the duties of the job: Back hoe, track hoe, dump truck, city vehicle, Vac-Con, , Smith Tapping Machine, pipes and applicable valves, hand tools (hammer, wrenches, screw drivers, etc.), power tools (compressor, jack hammer, chain saw, etc.), cell phone, computer and printer.
D. Employee Infection/Exposure Risk Classification : Category II: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM), however, employment may require performing unplanned Category I tasks. The normal work routine involves no exposure to blood, body fluids or OPIM, but potential exposures may be required as a condition of employment.

General Description

The Utility Heavy Equipment Operator performs work independently within established policies and procedures.
Examples of Essential Functions
- Provides operation of heavy equipment for construction and maintenance of water quality and sewer function. (95%)
- Oversees or independently performs the operation of heavy/medium equipment, such gasoline and diesel powered equipment to excavate holes for installation and repair of gravity sewer, reuse lines, and water mains.
- Routinely oversees or independently operates advanced sewer cleaning trucks and equipment.
- Ensures accuracy in excavation around other utility lines and ducts to avoid disruption in other types of services and required repairs.
- Oversees and independently ensures organization and maintenance of the Utility's material storage, transfer, and disposal sites.
- Oversees and independently ensures proper maintenance and cleanliness of the Utility's heavy and medium sized equipment.
- Provides technical support of excavation and safety practices to pipe line installation crew.
- Assists in the installation, repairs and preventative maintenance services on sewer force mains, gravity lines and sewer laterals.
- Responds timely to requests and work orders.
- Maintains tools, vehicles, and equipment assigned to employee by their supervisors.
- Performs sod, asphalt, and concrete restoration as required.
- Assists in the installation/repair of water/reclaimed service lines, water/reclaimed meters and meter boxes.
- Performs all aspects of position in a manner consistent with departmental safety practices.
- Additional Duties and Responsibilities (5%)
- Encourages and displays a daily teamwork driven mentality based on the unified divisional goals set forth by the Utilities Director or designee.
- Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
- Follows safe working practices and has a working knowledge of safety practices and procedures.
- Performs after-hours/on-call rotation to respond to emergency repairs.
- Adheres to laws, regulations and policies of the City and of the assigned department. Follows instructions provided by supervisor, Department Director or their designee.
- Maintains facility and equipment for cleanliness and ongoing functionality.
- Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
- Participates in department meetings, staff meetings and other related activities.
- Provide cross divisional training opportunities to other City employees when requested by Utilities Maintenance Manager or designee
- Maintains accurate daily logs of hours worked and work performed.
- Maintains, preserves, retains, and disposes public records pursuant to FS Chapter 119.
- Emergency Management Role
- Participates as a member of the City staff as required to take action in the event of an emergency.
- Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee. As a member of the Public Works & Utilities Department may be responsible for the coordination of the maintenance and/or clearing of roadways, the operability of City's fleet and prevention or drainage of local or area-wide flooding. In addition, as a member of the Public Works & Utilities Department may be responsible for the maintaining and/or rapidly restoring the operability of the City's water and sewer systems.

- Education and Training: A High School Diploma or G.E.D. is required.
- Experience: A minimum of three (3) years' experience in operation of large and medium size gasoline and diesel powered equipment or related field is required. A comparable combination of education and experience may be considered.
- Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Class B (with tanker and air brakes endorsement) CDL Driver's license (or ability obtain within 6 months), and a Department of Environmental Protection (DEP) Level III Water Distribution System Operator License (or ability obtain within 15 months), and a Class C Certification in Wastewater System Operation from a DEP approved entity (or ability obtain within 27 months) are required. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
- Security Clearance: Florida Department of Law Enforcement background clearance.
- Knowledge, Skills and Abilities:
- Knowledge (intermediate to advanced) of local, state and federal regulations affecting work.
- Knowledge (intermediate to advanced) of departmental rules, policies and procedures.
- Knowledge (intermediate to advanced) of safety procedures for construction and repair of water and wastewater mains, reuse, and related construction projects.
- Knowledge (intermediate to advanced) of the methods, materials, equipment, and techniques used in the installation, repair and maintenance of water, reuse and wastewater systems and related equipment.
- Knowledge (intermediate to advanced) of the methods, practices, tools, materials and equipment of the pipe laying trades.
- Ability to utilize utilities and work management software.
- Knowledge (intermediate to advanced) of ArcMap or similar geographic information system software.
- Ability to establish and maintain effective working relationships with other employees and the public.
- Ability to operate a motor vehicle and heavy equipment.
- Ability to utilize Microsoft Office Suite, e.g. Outlook, Work, and Excel.
