Commercial Operations Specialist LNG

The Commercial Operations Specialist is responsible for coordinating MCGG’s offtake and sales of LNG and Heavy Hydrocarbon (HHC) cargoes and also ensuring accurate record keeping of numerous contracts and transactions associated with MCGG’s LNG value chain. This position interfaces with both internal and external stakeholders.

Key Accountabilities

LNG Offtake Operations

• Develop Annual Program (AP) of LNG cargo liftings for MCGG, with thorough coordination with Mitsubishi’s LNG marketing arm in Singapore and its London office, and also with discussion and negotiation with Cameron LNG (Operator) and other Tollers.
• Develop Ninety Day Schedule (NDS) of LNG cargo liftings for MCGG, with close communication with the affiliate (Singapore/London). This includes maintaining a rolling NDS and monthly nomination program to manage changes to MCGG Annual Program.
• Manage request for loading schedule change and adjustment which are set in AP or NDS, through back-and-forth communication with the affiliate (Singapore/London), Operator and other Tollers. This may include 24/7 availability for addressing emergencies and urgent operational scheduling issues.
• Track and validate LNG volumes, terminal storage positions (including updating inventory forecast by means of an excel model), fuel, flare and lost and unaccounted for feed gas quantities (LAUF).
• Dispatch relevant contractual notices, conduct requested studies and analyses, etc., so as to ensure contract terms and obligations are adhered to and completed in a timely manner.
• Participate in weekly and ad hoc meetings with the Singapore affiliate, providing updates and discussing relevant matters.
• Participate in meetings with Operator and/or other Tollers and any relevant matters.
• Respond to the affiliate and Operator for questions and inquiries in an effective and timely manner.
• Resolution of scheduling disputes with the affiliate and Operator/other Tollers.
• Work closely with the other colleagues in addressing and resolving Force Majeure Events and other exceptional circumstances.

HHC Offtake and Sales

• Ensure HHC produced by CLNG is smoothly lifted by HHC offtaker.
• Manage the allocation of HHC production and sales amongst Tollers.
• Liaise with CLNG and other Tollers to make number of truckload nominations for HHC offtake, analyze HHC production, lifting and inventory management positions and obtain necessary internal approvals.
• Maintain vigilance and manage MCGG’s credit exposures by ensuring proper payment safeguarding measures are in place, through coordination with other Tollers and MCGG’s Finance and Accounting Dept.
• Support long-term sustainability of HHC offtake and sales.

Marine Operations:

• Monitor Vessel ETAs, vessel Pre-Arrival Notices, vessel arrival condition, execution of Marine Terminal Liability Agreement and Tug Tariff to ensure compliance with contractual agreement, protocols, terminal manuals, etc.
• Coordinate ship/shore compatibility studies and vessel quality vetting to ensure timely completion.
• Liaison with the affiliate and Operator for timely vessel nominations.
• Review preliminary surveyor loading reports.
• Coordinate with the affiliate and shipping agent for the arrangement of cargo documents • Maintain detailed records of cargo loadings and calculating demurrage.
• Participate in On-Call Duty Rotation.

Entry of Transactions details

• Ensure all LNG supply purchase deals are updated in Energy Trading and Risk Management system (ETRM) and that the long-term Annual Program forecast is updated.
• Ensure deals are updated with actual quantities when a cargo is loaded.
• Create deals in ETRM for agency services, LNG cargoes and HHC truckloads.
• Verify and enter all fees associated with LNG cargoes and HHC truckloads.
• Administer ETRM related contracts and troubleshoot in case of system errors/issues.

Administration

• Participate in relevant external meetings and share the minutes/memo with the internal stakeholders.
• Ensure that the Commercial Operations documents repository site (BOX) is updated with Toller specific events and official correspondence.
• Participate in the Emergency Response Plan and Business Continuity Plan for MCGG.
• Complete the Cargo and truckload Close-out process.
• Ensure relevant daily reports for data entry and validation are downloaded and uploaded from respective systems and saved to working directory.
• Collect and disseminate information to internal stakeholders.

Regulatory Compliance

• Ensure that the Automated Export System (AES) filings required for all LNG cargoes loading at terminal are promptly completed.
• Ensure compliance with DOE and FERC reporting requirements by completing the DOE information for all LNG cargoes in COMS by the required deadline.
• Ensure that the reporting requirements for the LNG import license are completed in a timely manner and communicated to all stakeholders.
