Job Summary
This Transportation Engineer position is located in the District Department of Transportation (DDOT), Traffic Safety Administration, and will work with the rapidly growing dynamic team of professionals in DDOT’s Traffic Safety Administration (TSA). As a member of the TSA team, this position will be a key contributor in bringing transformative change to the Nation’s Capital by advancing safety and multimodal efforts including, but not limited to, the High Injury Network, bus priority projects, protected bicycle facilities, Vision Zero intersection safety enhancements, and complex multimodal traffic signal operations. The work that TSA completes has shown immediate results on the safety and mobility of our transportation network and helps make DC’s Vision Zero and moveDC goals a reality.
Serves as a project manager, leading corridor or intersection projects from concept development, through analysis, and into construction handoff. Leads intersection or corridor projects with a focus on safety countermeasure analysis, selection, and design with the aim of reducing injury and fatal crashes for all modes. Coordinates with internal and external stakeholders and mode-specific teams as well as the public and local elected officials to listen to issues and communicate changes proposed to address the issues. Coordinates through construction and project closeout as well as during post-construction evaluation to determine performance of the treatments installed.
Duties and Responsibilities
Serves as an advisor to management in the decision-making process regarding difficult, advanced, and critical traffic related engineering matters. Participates, as requested, in the development of scope, goal setting, budget processes for multi-year and long and short-term work plans for a diverse array of projects. Performs advanced professional transportation engineering assignments, individually or as a team leader, investigating and analyzing street traffic conditions to determine the need for traffic control measures including traffic engineering studies, safety analysis, warrant analysis, traffic impact studies, traffic calming, sign maintenance requests, parking signs, residential permit parking, work zone safety, maintenance of traffic plan reviews, traffic control plans (TCP) approval/inspection, and special event traffic control.
Reviews street improvement plans to determine the need for traffic safety treatments as well as control devices; prepares plans, specifications and estimates for installation of traffic signal systems and channelization; prepares planning, design, and research studies to examine existing and proposed traffic control measures and methodologies. Analyzes data on traffic operations, pedestrian planning and design, transportation systems management, safety enforcement, and transit & traffic operational requirements. Assesses the operational effectiveness and safety of the transportation system relative to capacity, design, level of service and safety.
Qualifications and Education
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
Work Experience (Preferred): Three years of progressive experience as an engineer, designer, or a planner; 4-year degree can be substituted with 2-year post-secondary education leading to an associate degree or a certification plus 10 years of additional experience in the transportation engineering industry.
Licenses and Certifications
Incumbent must provide evidence of Licensure as a Professional Engineer (PE) and Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the District of Columbia.
The incumbent must possess and maintain a valid driver’s permit to operate motor vehicles.
Work Environment
The work is performed in the normal office setting and in-the-field, when investigating and analyzing street traffic conditions and conducting traffic studies, etc. Field work may bring the incumbent to construction sites and in contact with construction materials (soils, concrete, asphalt, steel, etc.).

Collective Bargaining Unit: (Union): This position is in the collective bargaining unit (union) represented by AFGE Local 1975 and you may be required to pay union dues through direct payroll deduction.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
Incumbent is required to perform work after normal duty hours, attend community meetings, and may be required to be on standby duty status, 24 hours a day, seven days a week.
