BASIC FUNCTION

Under the direction of the Chief Technology Officer, performs data processing activities and communications as it relates to the student information system; provides varied and complex technical support for the application of planning/development, training, testing, operations and maintenance of the Student Information System (SIS) and ancillary systems; serves as a resource to District and school-based staff related to retrieval and input of student data; analyzes problems and troubleshoots data integrity errors; and performs other related duties as required.


DISTINGUISHING CHARACTERISTICS

The Information System Specialist I classification is a journey-level class in the Information Systems Specialist series. Positions assigned to the Information Systems Analyst classification are distinguished from the Information Systems Specialist I classification in that the latter provides 1st level SIS customer/technical support whereas the Information Systems Analyst analyzes, evaluates and recommends SIS data processes to various levels of organizational staff.

MINIMUM QUALIFICATIONS

Any combination of experience, education and training that would likely provide the required knowledge and abilities is qualifying. A typical combination would be the following:
EDUCATION:

Graduation from high school supplemented by college-level course work in computer science or related field.


EXPERIENCE:

Three years of experience in data processing and using ANSI SQL 2003 or greater.


KNOWLEDGE, SKILLS, AND ABILITIES

KNOWLEDGE OF:
• Basic relational database concepts, principles, methods including database logical and physical design, key relationships, data types, interface navigation, etc.
• Proper handling of forms and media;
• Interpersonal skills including tact, patience and courtesy;
• Record-keeping techniques;
• Modern office practices, procedures and equipment;
• Oral and written communication skills;
• Large scale information systems, especially student information systems;
• California Longitudinal Pupil Achievement Data System (CALPADS);
• ANSI SQL 2003 or greater version;
• Account management fundamentals;
• Effective troubleshooting techniques for computer hardware and software.

ABILITY TO:
• Perform a variety of duties involved in the operation of a large scale computer and the appropriate peripheral equipment;
• Manage student data collection processes specifically required for CALPADS;Operate a variety of equipment related to computer input and output;
• Troubleshoot and define problems with equipment and software;
• Distribute a large volume of data electronically via email, server, printed or other formats;
• Explain technical problems and recommend solutions to appropriate staff;
• Maintain records in a variety of formats such as PDF, MS Excel, MS Word, etc;
• Type at an acceptable rate of speed;
• Understand and follow oral and written instructions;
• Read, interpret software manuals, technical specifications, and operations guides;
• Establish and maintain cooperative and effective working relationships with others;
• Meet schedules and time lines;
• Demonstrate attention to detail;
• Work independently with little direction;
• Detect errors in data and material being processed and take corrective action.

PHYSICAL DEMANDS

Employees in this classification walk, stand, and sit for long periods of time, lift 5 to 25 lbs unassisted, carry, push, pull stoop, bend and use fingers, wrists or hands repetitively, have rapid mental/muscular coordination, speak clearly, hear normal voice conversation, have depth perception, and use a computer and telephone.

WORK ENVIRONMENT

Employees in this classification work inside exclusively using machinery with moving parts; employees may work in direct contact with the public, and other District staff, may be subjected to negative interpersonal situations, with high volume of work and tight deadlines, with continuously changing priorities and interruptions, and may work alone without guidance from supervisor.

SPECIALIZED ESSENTIAL DUTIES (Typically only performed in this classification):
• Processes data requests in a variety of formats, including daily record of work performed and records associated with special requests.
• Schedules and evaluates day and evening production run status frequently to determine actual and potential slippage in schedules.
• Receives and reads requests for service and determines type of service requested.
• Analyzes production procedures and develops improved methods.
• Coordinates data processing activities and communications between Education and Information Technology department and school-site personnel.
• Develops and maintains annual calendar based on user and department deadlines and input.
• Operates, monitors and adjusts a large scale computer system and the appropriate peripheral equipment including I/O devices, printers, video display and printing terminals, optical scanner and forms handling equipment to maximize printing quality and speed.
• Prepares and routes computer output.
• Reviews finished jobs for completeness; maintains computer system operation records and logs; analyzes computer output reports and summaries for quality control and accuracy.
• Generates, prints, separates and distributes a variety of regular and special reports used for student support services functions including attendance, schedules, grades, transcripts, demographic data and tests in accordance with established timelines. Develop system queries and reports on the assigned SIS; run requested reports and provide specific information to District sites and administration.
• Provides technical support and training to school sites and District staff in the use of student data systems and data entry of various student records. Facilitates and supports school-site personnel in the daily operation of data entry.
• Serves as a resource to District and school-based staff related to retrieval and input of student data; analyzes problems and troubleshoots data integrity errors.
• Creates, modifies, tests and deletes user accounts and logins for the student data system in accordance with established procedures; reset passwords for individual accounts.
• Receives and logs incoming data requests; obtains SSIDs (Statewide Student Identifiers) and maintains current enrollment statuses for all district students in Statewide Longitudinal Data System; verifies information for accuracy and completeness.
• Maintains state reporting data and system processes including, but not limited to, Department of Education and CALPADs data file extracting, data updating, and data reviewing for submission to periodic state record requests, requirements and daily anomaly corrections.
• Assists in the electronic submission of data to the California Department of Education and the U.S. Department of Education.
• Monitors, orders, receives and maintains inventory levels of supplies and materials such as paper, printer ribbon, toner, forms and labels to ensure that department supplies and materials are adequately stocked.

GENERAL ESSENTIAL DUTIES (Also performed in other classifications):
• Assist with the development of security settings and roles in the SIS and other ancillary systems.
• Maintain, configures, and adjusts accounts for users in the SIS and other ancillary systems.
• Operate personal computers; lean and service equipment according to established timelines, or as needed including changing toner in printers, charging units, drums and other parts.
• Participate in quality assurance and testing by assisting programmers with testing and debugging software and hardware problems and troubleshooting any programs and operations procedures.
• Interpret verbal and written instructions.
• Read and interpret instructions from various manuals and operation guides.
• Contact vendor's agents or customer engineers to report problems with hardware or software as needed.
• Communicates with outside agencies, administrators, school site staff, to exchange information;
• Notify appropriate Education and Information Technology management staff for issues that may need to be escalated to outside technical support representatives to resolve more complex issues
• Assure work is completed in a timely manner.
• Responds to requests from users and distribute completed data via email, hard copy, cd or other formats to appropriate staff.
• Determines responsiveness to new or altered reporting formats.
• Performs a variety of responsible and complex tasks with moderate supervision.
• Supports other Education and Information Technology Department projects as assigned.
• Attends and participates in meetings, conferences, and seminars to stay informed of new developments in managing information systems and processes.

CERTIFICATION TYPE: OPEN Qualified candidates, or Eligibles, who pass all testing stages will be placed on one eligibility list. The top 3 ranks of Eligibles will be certified for a hiring interview.

SCREENING PROCESS

The screening process for this position, which may be subject to modification, will include some form of a(n): application screening, initial qualifications screening, documentation/certification screening, and supplemental application screening. The stated qualifications for the position represent only the minimum requirements and do not guarantee qualification for examination or placement on an eligibility list.


EXAMINATION PROCESS

The examination may consist of any combination of a(n): training and experience (T&E) evaluation, written knowledge test, hands on/performance test, structured panel interview, situational judgement interview, or other type of exam of fitness for duty. All parts of the examination process are job related. A passing score must be attained on each portion of the exam to advance to the next stage and ultimate placement on an eligibility list.


DISABILITY ACCOMMODATION

Requests for reasonable accommodations for the testing process must be made no less than two (2) days prior to the examination. Requests must be signed by your medical doctor, school psychologist, or learning consultant as appropriate and must be on provider letterhead and contain an actual signature.


EXAM PROTESTS

Protest of any part of the exam process must be in writing and submitted to the Personnel Director no later than five (5) working days from the date you participated in the exam. Any protest must include rationale to support the protest and shall include supporting documentation or references. Protests must be based on illegal discrimination, abuse of discretion, or procedure/process error. Protests should NOT be based on receiving unexpected results. We cannot be responsible for lost mail, misdirected mail, or failure of mail to be delivered after it has been entrusted to the U.S. Postal Service.

ESTABLISHMENT OF ELIGIBILITY

Candidates who are successful in all screening and testing stages will be placed on an eligibility list. Typically, an eligibility list for a classification expires after six (6) months or one (1) year. Candidates on the expired eligibility list are no longer considered for positions within the class. Eligibility lists may be extended beyond one year or expire sooner than one year. Eligibility lists may be merged, in which case candidate ranks may change.

SELECTION PROCESS

Candidates on the eligibility list will be called in rank order to participate in final selection interviews with the hiring manager until three ranks of candidates have accepted the invitation to interview. Ranks may include ties so more than three candidates may be called to interview for one vacancy. Please note that candidates will be removed from the eligibility list for declining the invitation to interview more than three (3) times.

OFFERS OF EMPLOYMENT

Official offers of employment are ONLY made by the Anaheim Union High School District Human Resources, Classified Office. Offers are subject to satisfactory completion of ALL the pre-employment processing including: successful completion of a physical examination, tuberculosis examination, fingerprint clearance by the California Department of Justice, and proof of eligibility to work in the United States.

ADVANCED STEP PLACEMENT

All new regular classified employees shall be paid in accordance with the salary range established for the class to which assigned. Initial placement will normally be the first step of the salary range. However, a new employee may receive advanced step placement with an approval from Human Resources. Requests for advanced step must be submitted in writing to the Human Resources office before the employee's first day of work. Approval will be based on the following criteria:

A) Additional qualifying experience beyond that required for entry into the class.


B) Additional education at the college level when related to the position, beyond the established educational requirements for entry into the class.


C) Evidence of currently receiving a salary greater than the first step of the salary for the classification.

BENEFITS

Benefits earned by all permanent classified employees:

-Leaves: Sick leave, holidays, bereavement and emergency leaves.

-Retirement: Classified employees are members of the Public Employees Retirement System (PERS). Employee contribution is 7% of gross earnings.


Benefits earned by all permanent classified employees working 20 hours or more per week:

-Insurance: The District provides medical, dental, vision care, behavioral health and life insurance for the employees and their dependents.
