Management Analyst

Description The Management Analyst position in the Los Alamitos Recreation and Community Services Department performs administrative, financial, human resources, statistical and other management analyses in support of departmental or City-wide activities. The analyst assists in the development and review of policies, procedures, work methods, and budget development and implementation, and performs related duties as assigned. The position may also provide oversight, execution, coordination and logistics of special events, classes, and programs for all ages, sports, aquatic programs, facilities, parks, CIP projects, contract classes, front desk, day camp, park program, staff scheduling, and other related duties. Position Full‑time (40 hours per week) with a varied schedule that includes evenings, weekends, and selected holidays for City events or programs. Currently one opening responsible for Aquatics Programming and Pool Management, Contract Classes, Preschool Program, Contracts, Agreements & Reports, Events, and other duties. Essential Job Functions Takes the lead on special projects of organizational-wide significance; works individually and as part of a team; conducts studies; makes recommendations; implements programs. Analyzes legislation; identifies potential organizational impacts; prepares technical reports; develops and implements City policy processes and programs to meet legislative requirements; communicates changes to the organization. Prepares and reviews City Council staff reports and reviews all department staff reports; serves as the point person for composition and/or review of correspondence on behalf of the department. Poses greater statutory knowledge, complexity of project design and policy evaluation, lesser direction received, and greater understanding of the principles of public and business administration, human resources, and finance. Plans, organizes, and conducts studies; develops budgets; writes grants; evaluates performance; assesses feasibility and costs of different programs and services; coordinates programs and activities with other departments; confers with representatives of other agencies, groups, vendors on the public; conducts special studies and surveys and prepares a variety of reports, correspondence and other materials; plans, organizes, and supervises community events and programs; supervises the work of support staff on a project or day‑to‑day basis. Establishes positive working relationships with City employees, outside agencies, and the public. Supervision and oversight of the planning, organization, implementation and coordination of recreation, sports and/or aquatics programs/pool management for youth, teens, adults, and/or seniors. Supervise and oversee facilities, preschool programs, day camps, park programs and rentals. Supervise and oversee the planning, implementation, logistics and execution of City‑wide special events. Participate in the development and implementation of Department budget, goals, objectives, and policies. Assist with the general inspection and recording of park equipment, amenities and play structures for maintenance purposes. Responsible for marketing programs and events through implementation of current marketing trends. Work with outside organizations to collaborate and partner on special projects and/or events. Participate in the recruitment, hiring, supervision, scheduling, training and evaluation of personnel. Participate in the preparation of staff schedules and assist with evaluations. Be able to lift over their head, twist & turn a minimum of 20 pounds. Be able to stand for a long period of time either indoors or outdoors. Perform other duties and assignments as assigned. Typical Qualifications Graduation from a four‑year college or university with major coursework in business or public administration and two (2) years of professional experience in administrative and management analysis; or an equivalent combination of training and experience. Possession of a valid California Driver License, Class C required by the date of employment. Word processing; spreadsheet; graphics; and accounting software. Modern principles and practices of recreation program development, administration, park maintenance and project management. Methods and techniques of effective administrative report preparation and presentation. Principles and practices of budget preparation and administration. Operate computer‑based word processing, spreadsheet, desktop publishing and database management software and art and graphics equipment. Design, develop and implement recreation programs suited to the needs of the community. Elicit community and organizational support for recreation programs. Communicate clearly and concisely, both orally and in writing while promoting the values of the organization. Establishing and maintaining effective working relationships with other Department staff, other City employees and the public. Be able to work a flexible work schedule including weekend, evening, and holiday hours. Physical and Mental Demands Mental function: reading, writing, mathematical computations, operating a computer, problem solving, managing multiple projects, calmly handling complaints and problems from irate employees, citizens or contractors, and decision making under stressful conditions. Productivity: perform work efficiently, effectively and timely with minimal direction. Mobility: sufficient mobility to work in an office setting and operate office equipment; light lifting and carrying, filing documents (minimum 25 pounds) at various locations and heights; sitting, standing, walking, remaining seated and working at a video display terminal for prolonged periods; outdoors at events and may carry equipment (minimum 35 pounds). Vision: sufficient to read small print, computer screens and printed documents, and to operate assigned equipment. Hearing: normal audio range with or without correction. Environment: office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Other factors: may be required to work extended hours, including evenings, weekends and holidays; may require use of a personal vehicle during employment. Perform other duties as assigned. Retirement CA Public Employees Retirement System (CalPERS) Classic Members (2.7% at 55) retirement formula. PEPRA Members (2% at 62) retirement formula. Benefits Medical Plan Allowance – City contributions per month towards Medical, Dental, & Vision insurance (Resolution No. 2024‑13). Employee Only: $1,319 per month. Employee + 1: $1,850 per month. Family: $1,950 per month. Medical insurance waiver: $700 per month in cash if proof of comparable coverage is provided. Life Insurance and Long‑Term Disability – Paid by the City. After 60 days on payroll, the City pays $50,000 life and accidental death & dismemberment insurance. After 60 days, long‑term disability coverage based on 2/3 of the monthly payroll of $3,000; maximum $2,000 per month. Employees must participate in Medicare; the City does not participate in Social Security. Employee‑paid voluntary 457 deferred compensation plans are available. 401(A) Deferred Compensation – City contribution for Executive and Middle Management; maximum $11,000 annually for Executive Management and $7,000 annually for Middle Management. Mileage reimbursement and car allowance – Executive Management and Middle Management employees may choose only one. Option A: car allowance of $300 per month. Option B: use City vehicles for business purposes and entitlement to mileage reimbursement when using own vehicle. Paid Time Off Vacation – 80 hours per year for the first two years, increasing by 8 hours each year from year three; tops out at 176 hours per year after 14 years; not eligible for first six months. Sick Leave – 96 hours per year. Holidays – 11 paid holidays per year. Floating Holidays – 20 hours per year, accrued every January 1; use it or lose it; prorated first year.
