Location: Purcell - 919 North Ninth Ave. Salary: Level II: up to $32.69 / hourly, based on education and experience Level III: up to $34.62 / hourly, based on education and experience Full Time /Part Time: Part Time Work Schedule: Monday - Friday Primary Hours: Hours may vary Position Description SoonerStart is Oklahoma’s early intervention program designed to meet the needs of families with infants and toddlers (ages birth to 3 years old) with developmental delays and/or disabilities in accordance with the Individuals with Disabilities Education Act (IDEA). The program builds upon and provides supports and resources to assist family members to enhance infants or toddler’s learning and development through everyday learning opportunities. The Behavioral Health Clinician in the SoonerStart program is primarily responsible for providing intervention services to children birth to three and their families to enhance well-being. In addition, Behavioral Health Clinicians facilitate the early identification of children with psychological, social, emotional, or behavioral issues; provide psychoeducation, prevention; training and education as well as consultation with parents and professionals on techniques to promote optimal social-emotional development. The Behavioral Health clinician will demonstrate capacity for providing evidence based/informed, developmentally sensitive, trauma informed supports and services for families, children and partners/professionals while exemplifying the values expected within the program and for promoting the mission of the organization. This position is responsible for providing diagnostic and therapeutic services in the areas of behavioral and social emotional development. Services are provided in the child’s natural environment settings in which children typically spend time, for example, home or childcare. Services include screenings, evaluations, intervention, and parent education. Position Responsibilities/Essential Functions Provides early intervention services in the child and family’s natural environment (home, childcare, park etc.) Participates in family interview. Conducts intakes, including client interviews and conducts assessments to make appropriate recommendations for services. Collaborates with families and caregivers to identify goals, develop strategies and appropriate effective individual family services plan based on child/family’s mental and behavioral health needs. Coaches caregivers on implementing strategies to address social emotional and behavioral concerns. Participates in the development and implementation of the Individualized Family Service Plan according to state and federal guidelines. Serves as a member of an interdisciplinary team to monitor the effectiveness of child health and development services. Provides outreach, training, and consultation within the community to support child and family well-being and positive health outcomes. Consults with community agencies, childcare and school systems on behalf of families and may provide special programs as requested. Maintains confidential records of services including progress notes and evaluation reports in compliance with state and federal regulations. Being present in the office is an essential function of this job Other duties as assigned Other Duties Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior. Works effectively in team environment, participating and assisting their peers. Minimum Qualifications The Behavioral Health Clinician job family consists of five levels which are distinguished by the level of complexity of specific job assignments, the extent of responsibility assigned for specific tasks, the level of expertise required for completion of the assigned work and the responsibility assigned for providing leadership to others. Level II: Requirements at this level consist of a Master’s degree in psychology, counseling,human relations, clinical/direct practice social work, or a closely related field which must have included one semester of at least three hundred hours of applied clinical practicum in psychology or counseling. One-year post-master’s experience providing professional counseling services and applicant must be license eligible and working towards licensure. NOTE: License must be obtained within 18 months of employment. Level III: Requirements at this level consist three years of qualifying experience and must have a passing score on the National Counselor Examination for Licensure and Certification or hold a current license as a Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), Licensed Behavior Practitioner (LBP), Licensed Clinical Social Worker (LCSW), National Certified School Psychologist (NCSP), Licensed Health Service Psychologist (HSP); Board Certified Behavior Analyst (BCBA), or a doctorate in psychology or education with a specialty in clinical, counseling, or school psychology, including one academic year of full time pre-doctoral internship from an accredited program listed by the American Psychological Association at the time of completion. Valued Knowledge, Skills, and Abilities Level II Knowledge, Skills, and Abilities required at this level include knowledge of the principles, methods and techniques of administering and scoring a variety of standardized cognitive, affective and behavioral tests; of mental disorders, their symptoms, treatment, and social implications in relation to client and family; of the principles and methods of statistical research; and of methods and techniques used in the training of families. Ability is required to evaluate social, emotional, relationship, cognitive, and behavioral problems; to assess intellectual, cognitive, or personality functioning; to provide therapeutic counseling; to administer cognitive, affective and behavioral tests; and to communicate effectively both orally and in writing. Additionally, incumbents are expected to have knowledge of intervention techniques; of various assessment and evaluation tools; of the principles, methods and techniques of interpreting a variety of cognitive, affective and behavioral tests; and of chemical dependency treatment and counseling techniques. Ability is required to apply therapeutic techniques; to diagnose social, emotional, relationship, cognitive and behavioral problems; to develop therapeutic counseling plans; and to provide therapeutic intervention. Level III Knowledge, Skills and Abilities required at this level include knowledge of psychotherapeutic/ behavioral intervention techniques; of various assessment and evaluation tools; of the principles, methods and techniques of administering, scoring, and interpreting a variety of counseling tests including complicated or specialized tests; of mental disorders, their symptoms, treatment, and social implications in relation to client and family; of the application of counseling theories with respect to group and individual behavior; of the principles and methods of statistical research as applied to the field of psychology; and of methods and techniques used in training and of psycho educational parent training techniques; and of chemical dependency treatment and counseling techniques. Ability is required to apply counseling techniques, to evaluate and diagnose counseling problems; to develop therapeutic treatment/plans; to provide therapeutic counseling; to administer counseling tests; and to communicate effectively both orally and in writing. Physical Demands and Work Environment Work is typically performed in the child’s natural environment (home or childcare setting) or in an office environment with climate-controlled settings and exposure to moderate noise level. Telework and the provision of services remotely may also be required. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms and may lift up to 35 pounds. Travel Requirements Applicants must be willing to perform all job-related travel associated with any of these positions. Occasional in-state overnight and weekend travel may be required.
