Human Resources Specialist 1 Labor Relations/Trainee 1/2

Duties and Responsibilities The Human Resources Specialist 1 LR is part of the Labor Relations Unit in OHRM. Under the supervision of a Human Resources Specialist 2 LR, the Specialist handles employee grievances, disciplinary matters, administrative investigations, and other employee relations issues, while providing contract interpretation and personnel administration. Receive and review grievances, schedule related hearings, and interpret contracts for five negotiating units. Serve as hearing officer for the first step of grievances. Research issues, contact managers for additional information, write grievance decisions and letters of determination. Process appeals and attend Step2 hearings. Provide guidance for disciplinary actions, track investigations, write charges for Notice of Discipline (NODs), prepare paperwork, and serve NODs. Maintain the computerized tracking system for investigations and attend Time and Attendance Hearings as the DDSO representative. Develop plans for administrative investigations: obtain information, interview witnesses, interrogate personnel, and write reports. Consult with program areas and Unions, liaise with Central Office Employee Relations staff, attend arbitrations, and prepare witnesses. Review counseling memos, schedule Labor/Management meetings, facilitate meetings, and track action items. Assist with unemployment insurance matters, respond to claims examiners, and attend appeal hearings before an administrative law judge. Plans, develops, and directs the labor relations program or a portion of it; directs implementation of collective bargaining agreements; represents the agency in statewide and agency‑level negotiations; advises on disciplinary matters; evaluates policies and procedures; develops training materials; assists the Governor’s Office of Employee Relations staff; and develops proposals for labor‑management projects. Minimum Qualifications Competitive Candidates must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level. Open Competitive Human Resources Specialist Trainee 1 Labor Relations, NS (SG‑14): Four years of labor relations experience, including directing implementation of collective bargaining agreements and advising on disciplinary matters. Human Resources Specialist Trainee 2 Labor Relations, NS (SG‑16): Five years of similar experience. Human Resources Specialist 1 Labor Relations, SG‑18: Six years of similar experience. Substitution An associate degree may substitute for two years of experience; a bachelor’s degree for four years; a master’s degree for five years; and a doctorate for six years. Transfer Candidates must have one year of permanent competitive, non‑competitive or 55‑b/c status in the posted title and be eligible for lateral transfer, or be eligible to transfer via Section70.1,70.4, or52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. 55B/C Qualifications Possess the minimum qualifications for the title as established by the Department of Civil Service. Meet applicable mental and/or physical requirements for the job (with reasonable accommodation if necessary). Have a current Eligibility Letter from the NYS Department of Civil Service, and be able to provide it to the Human Resources Office upon request. Additional Comments This title is part of the NewYorkHiring for Emergency Limited Placement Statewide Program (NYHELPS). HELPS program titles may be filled via a non‑competitive appointment, requiring only the minimum qualifications. At a future date (within one year of permanent appointment), employees hired under NYHELPS are expected to have their permanent non‑competitive employment status converted to permanent competitive status. Salary Range Human Resources Specialist Trainee1LR: $60,655* Human Resources Specialist Trainee2LR: $67,180* Human Resources Specialist1LR: $71,119 – $87,286* Amounts include Downstate adjustment ($4,000). Paid Holidays and Leave Thirteen (13) paid holidays each year. Thirteen (13) days of paid vacation leave initially. Five (5) days paid personal leave each year. Eight (8) days of paid sick leave each year, which may carry over from year to year; plus free enrollment into the Income Protection Program for short‑term and long‑term disability coverage. Up to three (3) days professional leave each year to participate in professional development events. Health Care Coverage Employees and their eligible dependents can choose from a variety of affordable health insurance programs. Employees are provided family dental and vision plans at no extra cost. Paid Parental Leave Paid Parental Leave allows eligible employees to take up to twelve (12) weeks of paid leave at full pay for each qualifying event, defined as the birth of a child or placement of a child for adoption or foster care. Paid Family Leave Bond with a newly born, adopted or fostered child. Care for a family member with a serious health condition. Assist loved ones when a spouse, domestic partner, child or parent is deployed abroad on active military service. Retirement Program Participate in The NYS Employees’ Retirement System (ERS). Professional Development and Education and Training NYS offers training programs and tuition assistance to eligible employees to maintain and increase professional skills. Public Service Workshops Program (PSWP) offers professional training opportunities for PEF represented and M/C designated employees that may grant continuing education credits towards professional licensure.
