Job Summary:

The Transportation Planner I/II – Asset Management & Multimodal Planning is a professional position that supports the City's transportation planning and transportation asset management programs. The position performs work related to multimodal transportation planning, development review, public outreach and stakeholder engagement, transportation data analysis, GIS, transportation asset inventories, and planning project delivery.

The position supports implementation of the City's Transportation Master Plan, Active Transportation Plan, Vision Zero initiatives, development review process, and regional transportation planning efforts. The position also helps ensure transportation infrastructure assets are accurately documented, maintained, and analyzed to support planning, operational, maintenance, and capital investment decisions.

The position works under the direction of the Senior Transportation Planning Manager and collaborates with Asset Management, Engineering, Community Development, Culture, Parks and Recreation, other City departments, consultants, developers, community stakeholders, and regional agency partners.

Level Distinction:

Transportation Planner I is the entry/developmental level and performs transportation planning, GIS, and asset management assignments of routine to moderate complexity with guidance. The position develops technical knowledge, professional judgment, and familiarity with City plans, standards, policies, and processes.

Transportation Planner II is the journey level and independently performs more complex transportation planning, GIS, development review, and asset management assignments. The position exercises greater professional judgment, develops recommendations, coordinates projects and stakeholders, and may provide technical guidance to less-experienced staff.

Experience, Education, and Skills:

Minimum Requirements: Transportation Planner I

  • Bachelor’s degree in Urban Planning, Transportation Planning, Geography, GIS, Engineering, Public Administration, Environmental Studies, or a related field.

  • One (1) to three (3) years of related experience, which may include internship or other relevant professional experience.

  • Experience using GIS software, such as ArcGIS Pro and ArcGIS Online, to create maps, edit and manage spatial data, and support planning and analysis.

  • Working knowledge of spatial data concepts, coordinate systems, and geodatabases.

  • Experience supporting public outreach, community engagement, or stakeholder coordination.

  • Ability to collect, analyze, interpret, and communicate transportation, planning, or infrastructure-related information.

OR

  • Equivalent combination of education and experience sufficient to perform the essential functions

AND

  • A valid driver's license.

Minimum Requirements: Transportation Planner II

  • Bachelor’s degree in Urban Planning, Transportation Planning, Geography, GIS, Engineering, Public Administration, Environmental Studies, or a related field.
  • Four (4) or more years of progressively responsible related experience in transportation planning, multimodal planning, GIS, public works, engineering, asset management, or a related field.
  • Demonstrated proficiency using GIS software, such as ArcGIS Pro and ArcGIS Online, for mapping, spatial analysis, data management, and visualization.
  • Demonstrated ability to independently analyze and interpret transportation, planning, infrastructure, and geospatial information and develop professional recommendations.
  • Experience independently coordinating or facilitating planning processes, projects, or programs.
  • Demonstrated experience planning and facilitating public outreach, community engagement, or stakeholder processes.

OR

  • Equivalent combination of education and experience sufficient to perform the essential functions

Preferred Qualifications:

  • Master’s degree in Urban Planning, Transportation Planning, Geography, GIS, Engineering, Public Administration, or a related field;
  • American Institute of Certified Planners (AICP) certification and/or GIS certificate from an accredited program.
  • Experience with multimodal and long-range transportation planning, including Vision Zero/Safe Streets and Roads for All, transportation demand management, Safe Routes to School, or similar initiatives.
  • Experience with GIS, cartographic principles, spatial analysis, mapping, dashboards, and field data collection tools, such as ArcGIS Field Maps, Survey123, or GPS/GNSS equipment.
  • Experience with transportation data analysis, performance measurement, infrastructure asset inventories, or asset management programs.
  • Experience reading and interpreting construction drawings or engineering plans and working within transportation, public works, or engineering environments.
  • Experience with public and stakeholder engagement, transportation funding and grants, and implementation of transportation plans, policies, or strategies.

Knowledge, Skills, and Abilities

  • Knowledge of transportation planning principles, terminology, policies, and processes, including multimodal pedestrian, bicycle, transit, and roadway systems.
  • Knowledge of GIS principles, spatial analysis, data management, mapping, and transportation asset management concepts.
  • Knowledge of research, data collection, analysis, performance measurement, and reporting techniques.
  • Knowledge of public outreach, stakeholder engagement, and interdepartmental coordination practices.
  • Skill in analyzing and interpreting transportation, GIS, and infrastructure data, identifying trends and issues, and developing appropriate conclusions or recommendations.
  • Skill in GIS and computer applications, including ArcGIS and Microsoft Office, with the ability to learn and apply new software and technology.
  • Skill in technical writing, mapping, report preparation, presentations, project tracking, and communicating technical information to technical and non-technical audiences.
  • Ability to think critically, research issues, solve problems, interpret written and verbal instructions, and exercise sound professional judgment.
  • Ability to manage multiple assignments, deadlines, and changing priorities while maintaining accuracy and effectiveness.
  • Ability to work independently and collaboratively and establish effective working relationships with City staff, external agencies, consultants, stakeholders, and the public.

Essential Functions

Transportation Planning – Approximately 70%

Transportation Planner I

  • Assist with multimodal transportation planning projects involving pedestrian, bicycle, transit, freight, and roadway systems and implementation of the Transportation Master Plan, Active Transportation Plan, Vision Zero initiatives, and other adopted plans.
  • Conduct transportation research, data collection, and analysis, including traffic, bicycle and pedestrian, crash, transit, demographic, and infrastructure data; use GIS and other analytical tools to evaluate transportation conditions and system performance.
  • Assist with development review by reviewing development applications, traffic impact studies, site plans, and engineering documents for consistency with adopted transportation plans and standards.
  • Prepare maps, graphics, technical memoranda, reports, dashboards, presentations, and other materials to support transportation planning projects.
  • Support public outreach and stakeholder engagement, including open houses, meetings, surveys, workshops, Safe Routes to School initiatives, and community events; collect and summarize public feedback.
  • Assist with transportation project development, alternatives evaluation, grant applications, and regional planning efforts with NFRMPO, CDOT, and other agency partners.
  • Coordinate with internal departments, residents, businesses, schools, developers, consultants, and agency partners regarding transportation planning activities and project needs.

Transportation Planner II

  • Independently perform and coordinate multimodal transportation planning projects and implementation of the Transportation Master Plan, Active Transportation Plan, Vision Zero initiatives, and other adopted transportation plans and programs.
  • Conduct complex transportation research, data analysis, and GIS analysis; evaluate system performance and develop recommendations for transportation improvements, policies, programs, project prioritization, and capital investments.
  • Independently review development applications, traffic impact studies, site plans, and engineering documents; analyze transportation impacts and develop recommendations related to access, connectivity, multimodal facilities, safety, and infrastructure needs.
  • Coordinate transportation planning projects from scoping through implementation, including schedules, deliverables, consultants, technical studies, grant applications, and stakeholder involvement.
  • Plan and facilitate public outreach and stakeholder engagement and communicate technical transportation information and recommendations to residents, businesses, developers, community groups, City staff, and agency partners.
  • Prepare and present technical memoranda, reports, planning studies, maps, dashboards, performance measures, and recommendations.
  • Represent the City in regional transportation planning efforts with NFRMPO, CDOT, neighboring jurisdictions, and other partners and provide technical guidance to less experienced staff as appropriate.

Transportation Asset Management & GIS – Approximately 30%

Transportation Planner I

  • Maintain and update GIS-based inventories of transportation assets, including sidewalks, curb ramps, signs, pavement markings, bicycle facilities, transit infrastructure, and other transportation assets.
  • Conduct field verification, inventory, and condition assessments and accurately collect and enter asset information using GIS, GPS, Trimble receivers, and other applicable technology.
  • Perform GIS editing, mapping, geoprocessing, and data maintenance and create maps, dashboards, and visualizations supporting planning, engineering, operations, and asset management.
  • Assist the Asset Manager and Asset Analyst with collecting, organizing, and maintaining information related to asset condition, performance, risk, maintenance, and lifecycle management.
  • Support planned-work mapping and integration of transportation asset information into planning, operational, and infrastructure coordination activities.
  • Perform quality assurance and follow established GIS, asset management, and data governance standards to maintain accurate, consistent, and accessible transportation data.

Transportation Planner II

  • Independently maintain and analyze transportation asset inventories and GIS datasets and coordinate asset inventory, field verification, condition assessment, and data-quality activities.
  • Perform advanced GIS and spatial analysis to evaluate transportation access, connectivity, safety, infrastructure condition, system performance, and mobility needs.
  • Analyze asset condition, performance, risk, and lifecycle information and integrate findings into transportation planning, project prioritization, maintenance coordination, and capital investment decisions.
  • Develop maps, dashboards, analytical tools, and visualizations to support transportation planning, engineering, operations, asset management, and decision-making.
  • Coordinate planned-work mapping and identify opportunities to align transportation, utility, development, maintenance, and capital projects.
  • Work with the Asset Manager, Asset Analyst, GIS staff, and other stakeholders to improve asset management methodologies, GIS workflows, data governance, quality-control practices, and transportation data accessibility.

Supervisory Responsibilities: N/A

Travel: Standard Local Travel: This position requires occasional local travel within the County. Employees may be expected to walk or drive short distances to attend meetings, trainings, or perform work at other city buildings or partner sites.

Work Environment:

  • Work is performed approximately 90% in an office environment and 10% in the field , depending on operational and project needs.
  • Office work involves extended periods at a workstation, frequent computer use, moderate noise levels, and minimal exposure to workplace hazards.
  • Fieldwork may include observing, verifying, and collecting transportation asset information at project, construction, or infrastructure sites, with potential exposure to varying weather conditions, uneven terrain, moving vehicles or equipment, and moderate to loud noise.
  • Work may require travel to City facilities, project sites, public meetings, and other locations and involves managing multiple priorities and deadlines with frequent interruptions.
  • Frequent interaction with City staff, agency partners, consultants, contractors, and the public occurs through various communication methods and may occasionally involve adverse or confrontational situations.

Physical Requirements:

  • Mobility: Ability to sit for extended periods and occasionally stand and walk, including navigating offices, project sites, uneven terrain, and other field locations.
  • Dexterity: Ability to perform repetitive movements associated with typing, writing, operating office equipment, and using field data-collection equipment.
  • Strength: Ability to occasionally lift, carry, push, or pull objects weighing up to 15 pounds.
  • Endurance: Ability to maintain concentration and productivity for extended periods and occasionally perform work outdoors under varying environmental conditions.
  • Flexibility: Occasional bending, stooping, squatting, reaching, climbing stairs, and other movements necessary to access and observe transportation assets and project sites.
  • Vision and Hearing: Sufficient visual ability to read printed and digital materials, interpret maps and plans, use computer and field equipment, and observe site conditions. Sufficient hearing to communicate effectively in person, virtually, and by telephone and to maintain awareness while working in field environments.
