The IEHP Foundation (IEHPF), established by the Inland Empire Health Plan (IEHP), aims to address what clinical care alone cannot: the conditions that shape long-term health. The independent 501(c)(3) nonprofit organization collaborates with community-based organizations (CBOs) and invests in initiatives that improve community well-being and create access for families who need it most. As part of the investment into local leaders and CBOs, IEHP Foundation implements a two-year leadership development program for select mission-aligned CBOs addressing social drivers of health called the Champions for Vibrant Health Leadership Network (CFVHLN). Each selected organization nominates an executive leader and an emerging leader to participate in six in-person convenings a year to bolster their skills in business management, communication, strategic thinking, change leadership, team building, succession planning, and public policy and advocacy. Additionally, IEHP Foundation with a multitude of other partners will be embarking on a multi-year, multi-sectoral effort to improve health conditions across the region. Reporting to the Foundation Chief Executive Officer, the Foundation Public Policy & Program Manager operates with a high level of independence and serves as the senior individual contributor responsible for shaping, directing, and advancing the IEHP Foundation’s regional leadership development strategy and public policy agenda. This role is responsible for leading the operational, programmatic, and analytical work of IEHP Foundation’s Nonprofit Leadership Development Program (Champions for Vibrant Health Leadership Network (CFVHLN)) in addition to all IEHPF Public Policy/Advocacy efforts at the local, regional, state and federal levels. The incumbent integrates leadership development, policy analysis, coalition management, and program coordination to support the Foundation’s mission to advance vibrant health in the Inland Empire. The Foundation Public Policy & Program Manager position involves planning, program execution, direct public policy efforts, and equipping others throughout the region to become better leaders and advocates for better health in the Inland Empire. Support IEHPF staff in identifying selection criteria for program participants. Own the development of curriculum and execution of leadership and public policy training. Provide strategic oversight of external consultant and faculty partnerships and ensure delivery excellence. Manage CVHLN coalition communications, agendas, meeting materials, and engagement tracking. Lead the design of advocacy training frameworks and ensure effective operational support. Coordinate advocacy training sessions and webinar series logistics. Oversee documentation, follow-up, coordination, and progress tracking for the execution of the shared CVHLN advocacy agenda. Provide facilitation support for sessions. Partner with the Foundation Grants & Strategy Manager to design and implement evaluation strategies to measure impact and outcomes of CFVHLN. Public Policy & Advocacy Serve as foundation’s primary public policy expert, working with board, staff, and community partners to formulate and execute advocacy plans. Manage internal state and federal advocacy efforts on behalf of the Foundation, leading and managing advocacy issue research and analysis. Lead the development, maintenance, and execution of the Foundation’s multi-year legislative and public policy agenda. Conduct legislative monitoring, analyze legislative and policy issues, and provide timely synthesized insights for Foundation relevant bills and policies at the local, state and national level. Coordinate in-region meetings with Inland Empire legislators and CFVHLN/NPO partners. Ensure an effective legislative engagement strategy. Coordinate and schedule meetings with legislators and relevant administrative staff for CFVHLN/NPO partners during advocacy trips. Lead governmental affairs activities and outreach; build and foster strong interagency relationships with trade associations, legislative staff, and community stakeholders to educate and build consensus around IEHPF’s legislative and regulatory priorities Follow up on action items identified during CFVHLN Advocacy trips. Lead development of policy content including issuing briefs, background analyses, and research summaries that inform decision-making and regional advocacy. Support IEHP Foundation staff in identifying and facilitating regional policy priorities, data, communications and planned advocacy meetings for regional health councils. Support, equip, and coordinate community partners to pursue policy creation and change to create environments across the region that encourage better health. Other Duties Cultivate and strengthen strategic relationships and partnerships with nonprofit leaders, advocacy networks, and regional coalitions to advance IEHPF’s mission and objectives Partner in the identification and pursuit of funding opportunities to support regional health initiatives Perform any other duties as required to ensure Foundation operations and business needs are successful. Qualifications Education & Requirements Bachelor’s degree in public administration, public policy, political science, nonprofit management, organizational leadership or related field from an accredited institution required Master’s degree from an accredited institution preferred A minimum of five (5) years of demonstrated experience with increasing levels of responsibility in public policy, advocacy, or legislative analysis Proven track record in project management, policy writing and outreach, and cross-sector coordination Experience with leading leadership development initiatives Experience supporting leadership development programs or nonprofit coalitions strongly preferred Key Qualifications Possess knowledge of legislative processes, public policy analysis, organizational leadership and nonprofit advocacy environments as well as knowledge of program design and adult learning frameworks. Must have strong project and program management skills. Excellent written and verbal communication abilities Strong analytical and research skills Strong ability to train others Ability to synthesize complex information clearly Competence in facilitating group discussions and supporting leadership development environments Strong relationship-building skills Ability to design complex programs and policy strategies that integrate the organization’s priorities, capacity‑building needs, and multi‑stakeholder efforts Strong negotiation and persuasion skills Must have a high degree of patience and attention to detail Comfortable working with diverse stakeholders Ability to function in a fast‑paced environment with high expectations for quality and responsiveness Ability to effectively manage and collaborate with consultants, community partners and high‑level leaders Must be a team player with an ability to motivate and work with an array of types of leaders at all levels Ability to operate as a subject matter expert with minimal supervision Work Model Location This position is on a hybrid work schedule.
