Election Operations Specialist

Job Overview This recruitment is to fill multiple positions in the Registrar of Voters located in Stockton, California. Candidates must also be able to use computers and/or word‑processing equipment and comply with the physical and mental requirements described below. Typical Duties Research and apply election and related codes and regulations; assist with candidate filings, process candidate documents, accept and proofread statements of qualifications, verify residence and political affiliation, and accept filing fees. Respond to questions and inquiries from candidates, representatives, office holders, voters, and the general public about campaign requirements, voting regulations, and general election information; take and transmit messages. Prepare correspondence, forms, legal documents, audits, reports, and other written communication; reconcile accounts; prepare and post deposits; process and track invoices and payments. Verify, code, and enter information into the data‑entry system; assist in maintaining master file of registered voters, street index, and other election files. Process voter registration documents, absentee voter applications and ballots, and other election‑related documents; verify signatures on candidate nomination petitions; maintain and update voter registration files; ensure compliance with all regulatory requirements. Operate office machines including voter machines and computers; compute and collect fees; issue receipts; sell maps and voter indices; accept filing fees. Supervise deployment/collection centers for elections; issue receipts for ballots and supplies; recruit and train staff and election officers on policies and procedures and state and federal regulations; recruit polling places and evaluate sites for accessibility; participate in and coordinate community outreach and voter registration activities as assigned. Minimum Qualifications EITHER PATTERN I One year of work experience in a California Elections Office at a level equal to or higher than an Elections Technician Trainee. OR PATTERN II Two years of general clerical or office technical work with substantial public contact. Substitutions: one year of business training in an approved vocational training program may substitute for one year of the above experience; or completion of 30 semester/45 quarter units at an accredited college or university may substitute. Possession of a valid California driver’s license. Ability to use computers and/or word‑processing equipment; demonstrated general or software‑specific computer proficiency may be required. Knowledge, Ability, and Physical/mental Requirements Knowledge: General office practices and procedures; federal, state, and local laws, rules, regulations, and ordinances related to elections; basic computer and office automation technology; filing and record‑keeping systems; standard correspondence and report formats; public relations techniques; basic arithmetical operations. Ability: Interpret and apply laws and regulations; read and write clearly and legibly; perform basic arithmetic; match names and numbers; operate computers and related software; maintain effective working relationships; communicate effectively orally and in writing; operate specialized office machines. Physical/mental Requirements: Frequent operation of a data entry device; repetitive motion; sitting for long periods; walking; occasional standing, pushing, pulling, bending, squatting, climbing, driving; lifting 5–30 pounds; good vision and hearing; decision making, concentration, public contact; occasional weekends or nights; exposure to varied weather.
